I have another solution that worked for me. I have a fresh install of Blender 4.3. it took 36 seconds to open on very very fast hardware. No plugins installed. I tried everything listed here to no avail. I read somewhere that certain shortcuts on Windows Quick Access in File Explorer could be the problem. I had an old shortcut to a disconnected network drive folder. When I clicked on it, it would take about 36 seconds for Windows to scan and give me an error message...about the same time it took for Blender to open.. When I deleted it and launched Blender, it opened instantly. So, go through your pinned and unpinned Quick Access shortcuts and see if any are dead...and delete them. It's obvious that Blender scans all drives and Quick Access shortcuts before it launches, anything that is disconnected or pointing to nowhere has an impact on launch times.
welp, my viewport FPS drops to 1 when I do anything, tried about 24 different methods to fix it, now its 25 he he, good video though, glad it helped others lol, gj

I noticed high activity from it when Blender struggles to start. Unfortunately, I work on a corporate machine, so I'm not allowed to change these settings.

Great tip. If anyone does do this make sure you only get the executable from blender.org or another trusted source 👍

I followed the steps, however it takes 30 seconds to open :(

We were big fan of Blender
But Blender 4.0 and above are Worse in may ways specially performance wise
I have notices some sluggish behaviour in over areas... I wouldn't mind some affordance as to what was going on :(
