I picked the top one, since I figured my Lina Hawke was still a bit freaked out about the whole Anders thing, so it didn't seem appropriate. But now that I've heard it I want to go back and use it, since yeah, she's a little shit, and this would in fact be perfectly in character for her.
Friendship/Rivalry: 100%, Alone & 2nd Questioning Beliefs Completed or Rivalry: 100%, Choose "Join me" in the Gallows or Friendship: 50+% (Uncertain of exact parameters), Choose "Join me" in the Gallows

If he wasn't in my party all the time, I would have maxed friendship easily, but I wouldn't have romanced him on my first playthrough, cause I would have missed A Bitter Pill. Fair trade. Anyways, when you max rivalry or friendship they get locked, so friendship and rivalry points don't matter after that.
@Cajmonette Did you complete his last Questioning Beliefs quest? Since it's friendmance, it'll start off with Aveline and Varric telling him he doesn't need to stay in Danarius's manor anymore. In that scene he'll apologize for walking out on you and ask for your forgiveness. Do so and this scene will play out at the gallows.
@laadidaaaa1 The guide is wrong. I just checked with a "let's-just-stay-friends" Fenris and he doesn't need to be romanced either. Interesting enough, the dialogue is different when he comments on your choice to side with mages, but regardless, he will say that he won't abandon you. You will need maximum rivalry and the completion of the final Questioning Beliefs quest for him, else he will join with the templars against you.
Isn't it strange that Anders is supposed to be the Alistair romance option in Dragon Age II, and Fenris the Zevran option, yet so many people are Alistair and Fenris?
@VitaliusDeos Yep. All that changes is his opening dialogue. Just make sure your friendship is maxed and that you forgive him for walking out on you in the last Questioning Beliefs quest. Otherwise, he'll just wish you victory in tevinter.
@ljcooil87 How so? My main warden was a city elf warrior. She was walking around decked in heavy armor and her strength stat had broken 100. She was also a DW, but I could have easily re-speced her for 2H if I wanted. Saying elves have to be the Tolkien/Dalish style is just stereotyping.
