I thought it wasn’t “off the nose”. I thought it was off the point where the plane of the riser below and tread surface meet which is ~1-1/4” back from the face of the nosing!!!!?
Actually you are correct. I was unaware of that small detail at the time. My take on it all is that either way, it's a minor difference. I always try to keep my handrail an inch above code anyway for any unforeseen discrepancies...But technically you are correct if one is trying to hit it spot on the measurement

Why do American explain every single detail and make it sound more difficult than it is.
Because it can be VERY confusing to most people... especially if you've never done it before.
