I think it was originally set in LA but the studio told them that there were a lot of shows based in LA so he adapted it to Phili and changed the "gangs" purpose from struggling actors as that was (pun unavoidable) overplayed so he took the theme but changed their goal to being bar owners.
Loved this show from season 1, but the season where Mac got fat is one of my favorite seasons...who am I kidding, I will watch all seasons in no particular order because it’s that good of a show.
