Lower plate is the only problem with ZTZ99A
Best 125 cannon? Not really due to russian design.
The ammo carousel limits the ammunition length too much, every western 120mm gun has more penetration cause the APFSDS shells are longer. (More material, more speed=higher armour penetration.)

Should I get this tank? I’m new to WT and I am grinding the Chinese and French lines. Should I focus on this tank or the leclerc? In the Chinese line I am at the t34 and in the French line I’m at the char b

Im way too late, but i'll give you the rundown of both countries:
1.China
-has very few tanks, easy to reach big tiers
-sort of a little brother for Russia, using their equipment (ERA, autoloaders), but also that of NATO (NERA)
-all around balanced tanks, with strong armour (especially on the ZTZs ,although not without flaws), good cannons based off Russian ones, and good mobility
Conclusion: I personaly would go for China, due to their strong tanks (and *affordable* repair costs) and because the tech tree is pretty short, but most importantly - Fun.
2. France
-Have a balanced ammount of tanks (more than China, less than Russia), a bit more grind to reach 7.0-11.0
-MBTs and early Cold War tanks benefit fully from NATO gear (NERA, good mobility, good shells), however there is one huge gamechanger that they take from Russia - the Autoloader.
-their starting tanks are mostly weak, due to them having WW1 tech, but by the end of WW2, your tanks get more and more stronger, meaning the begining is rough (although from my understanding you're over that), meanwhile the later tanks are strong
Conclusion: France has strong tanks with Very Good Cannons, Very Good Mobility, however their armour is not as good as that of the Russians and Chineese. I'd say go for France after you're done with China
