Hey. I have a 2020 2500. I’ve been having water coming down the same place you did and even heard the sloshing around as you. I pulled my cabin air filter and it was soaked. I found my drain tube as you showed and poked around with a screw driver. I didn’t find anything in there. Not sure what that means.
Hey, Ive read some other stories from folks with the same issue and some of them blew some compressed air up there. Im not sure id recommend that, but it could be worth a shot.
I’ve got some water sloshing noise now and I’m gonna see if the carpet is wet on the passenger side and check Uber the hood for that drain hole. I’ve got a 2014 Ram 1500 and never had the water noise before. Read that it could also be air in your coolant system from low coolant levels but gonna try and see if my issue is like yours

Yup! Immediately solved the problem and didn’t have any other issues for the rest of the summer.
