Cursed Rowlet Actually, she was on the Ministry’s side, and they were trying to pretend that Voldemort had not even returned to try and keep peace within the Wizarding World. We know this because the Minister at the time, Cornelius Fudge, also refused to recognize Voldemort’s return at the end of the Goblet of Fire. And, as we all know, Umbridge kisses up to Fudge half the time, so that’s why she also tried to brainwash her students into a false sense of security.
