Who dont have a "user and group" must choice in keyboard windows + R and write netplwiz

Sorry but I don't know Turkish. You can use the Auto Translator and see if that helps you. BTW, here is the short summary of the video:
1. You need to boot your PC into Safe Mode
2. Then open My Computer and move to Documents and Settings\User Name folder
3. Copy everything from there and place into safe location.
4. Create a new user and disable the previous one.

What options do you see when you press CTRL+ALT+DELETE Key. If you can open Task Manager then try running Explorer.exe task and see if that helps to bring the Desktop and Start.
