For anyone trying to boot into safe mode. Do the it the easier and less risky way, wait for the startup to finish, then you'll see the sign in option, in the bottom corner you'll see a power icon. Hold shift button and click restart, then you'll see a blue menu, click "startup settings". You're welcome!

THANK YOU! I just did a huge windows 10 update last night and woke up to my computer having this issue. I was afraid that I had lost everything. This worked to get me back into my computer. The repair did find corrupted files to fix. A note to others, I got a lot of notifications that the default apps for opening certain file types was reset to default. My files that I had worked on the previous use were still there. I was able to shut down my computer and start it up again normally afterwards.

Wooo, you are expert with viruses? And what is the name of the virus affected the current problem? Just plugin usb or external hdd. Restart two times. Then remove all the usb and external drivers restart. During all restarts just try to login. That is all. Microsoft have a bug. They change index of loading hardware. For example: If you get serial number of cpu you may get different number after each computer restart if you have multi core cpu. They use async loading of many staff, hardware, drivers, hdd, cpu, etc...
When you are telling such a things like viruses, you may sound like a stupid. Now we are all expect to tell as the name of the virus. The problem appear after update windows.
It is not so simple. For you everything my sound simple... everything is a virus. No dude. This is related with wrong booting options... it is most likely during update widows confusing system and write something wrong in registry referenced to wrong user path or who know...
Apart of that, this problem may related with user profile service, 4K custom resolution and Intel drivers...
I think you are on to something here as my login only fails from a cold boot, a restart loads a temp profile and a subsequent restart logs me in to my main profile. Can you explain the method to fix this ? Will a Windows reinstall fix it or do I just wait for a Windows update to fix the bug ?

Thank you. For those of you who get into the profile list folder in regedit and you don't see 2 similar files. This was my case. I selected the longest names one and the changed the state file to "zero" i didn't see a ref file so I just restarted and problem was fixed. Thanks so much for this.

This error also happens when you run out of disk space. Freeing up some space got rid of this error for me.
I had only one .bak file
Could not restart in safe mode but in cmd i was able to restart with shutdown /r . Issue still remains. Please help on that.

i fixed this by enabling the admin account then swapping the folder names... but i can't create a new account with system

make a admin account with the windows DVD
get into setup wait tell you can move the mouse on the blue screen hit shift + f10 (opens cmd)
now enter this net localgroup administrators /add
reboot PC now you have a new account called admin
in order to move your files to admin account enter regedit
load the profilelist registry folder
and you will have 2 files named simular to this
S-1-5-21-3909149986-767486190-1199297503-1002
S-1-5-21-3909149986-767486190-1199297503-500
swap the 500 and the 1002
500 is the admin account that you made
if you don't see 2 accounts like that
use the cmd and make another account
localgroup "John Doe" /add
reboot/logoff after
tell me if that works if you know what i am saying

When I try to boot my computer in safe mode it just goes to a screen saying “your pin is no longer available due to a change to the security settings on this device. Restart your device to see if that fixes the problem” with no options but to restart or shut down and then I’m forced to restart in regular mode which gives me the error again

Didn't work for me tried to safemode it. It turned all the graphics very low and stuff like it usually does but it still asks me to sign in on the corrupted account.

Everyone who showed this method are not aware that it no longer works. I didn't this meticulously in different ways from different videos about this. Something tell you to delete the temp file. While others tell you to rename them. None of it had worked. Every time I restart my computer. And I enter my password. It says me right back into the same temp file. At this point it seems that I may have to copy my files cuz nobody has a solution. And every time when I post my issue the person who creates the video does not reply.
What I don't understand is this video is done 6 years ago but has a screenshot saying 100% works in 2024. What is 2024 it did not work for me so that's not 100%
It works perfectly in 2024. If it doesn't work for you, it means that your problem is more complicated and has different reasons, even though the outcome is the same. I would simply try to create a new user account and transfer all data to that account. Then, remove the old account and its folder in C:\Users

Lookup "utilman accessibility hack" you'll be able to change the accessibility button into a command prompt button so you can access regedit from the login slash screen.
You'll need a Windows 7 (for windows 7/or windows 10 for 10) repair USB/CD

If this doesnt work you're gonna have to download your windows version onto a flash drive using another windows device. Once the windows version is downloaded onto a USB stick, plug into the problematic PC. When you boot up use SHIFT + Restart. Trouble shoot then in the advanced options portion, choose UEFI firmware settings. Restart using that. You should be at the BIOS screen. In the BIOS settings, restore defaults, by going into the save/exit portion. Then go back to settings and select the "boot" menu option. Choose Boot Option #1 > UEFI USB Key> F10> enter. Then set up your windows version manually.

try to press and hold the Fn key and then press the F8 key.
This is the second time im using this trick. Both these times my profiles dont have a ref count for me to reset to 0 i do however have a folder in the profile list that says S-1-5-18 that does have a ref count the first time i changed it to 0 because it was the only ref count i could find. It didnt turn out well. This time im not going to change it and see what happens.
I had same problem after reset but i did not find refcount, but mine fullprofile file was with 1 value so i changed to 0 and it worked.
It worked, but that same day, I got the same error.
I cannot boot into safe mode, it still requires me to login and I get the same error.

@@aeeevTHEBESTRUclipsRXDDDIIRC, I had to reset my PC and create a new user. I didn't lose anything anyways since I chose to save all my important files on a seperate drive.
2023 - Worked on Windows 11.
No Ref in regedit however followed through the whole process.

Windows 11 user here with a decent gaming PC, didnt have a ref folder in the regedit but followed the rest of the steps and it worked!!!!! I have the same exact problem. After changing the 'Value data' for 'State'... I don't have a 'RefCount' folder listed anywhere above the 'State' folder as you have on the video. I looked at the other lines under 'ProfileList' and found only one profile that has a 'RefCount' folder (the 1st one listed). PLEASE HELP!
@@tnjrobertson Hi, I found a simple solution on Google that worked great for me. To create a RefCount entry, I did the following:
1) Go to the right hand pane where the RefCount should be. Right click in an empty space.
2) Click on "NEW"
3) Click on "DWORD (32 bit) Value"
4) Type in: RefCount
5) Press ENTER
6) You should now have a RefCount entry in your list.
7) Click on "RefCount". The value data should already be set at 0 (zero). If it is not, change it to 0 (zero).
8) Exit Regedit and Restart your computer. Done.
It took quite a few minutes for my laptop to load up, but apparently 'slowness' is another problem that came with the new windows update. As if locking me out of my laptop wasn't enough.

Anyways I clicked on the top option and followed the instructions and it worked....
If you only have one long chr. folder with numbers do the following.
• remove the .bak at the end
• Double click RefCount and type 0 and then click OK
• Double click State and type 0 and then double click OK
• Close registry editor and restart your computer
• Log in again and see if it worked

Why am i the only one here that none of the solutions are working for me?!? 🤬
When I logged in to my normal user account, I got the error "The user profile service failed the logon. User profile cannot be loaded". I tried logging in (windows 10 by the way) many times and it kept happenning. Out of frustration i restarted the computer, and then when I logged in it said "Preparing windows" and when I finally logged in, I found all my files had gone! I dont know what to do now and I am panicking because unlike in your vid I have lost many many apps and files...

Try to go to your C: disk, then open folder with your user name or maybe there will be a similar folder with numbers, check all those folders. There will be desktop, Documents etc folders that may have your data.
