They'd had normal kick offs returned for less. PERSONALLY, I think these penalties should be done AFTER kick off return. So ball kicked from normal spot then wherever it is returned to (unless it's a touchdown), it's that - 15 yards back (or at the 1 yard line if it's run back less than 15 yards).

Things like not let go of the person they tackled, twist legs after the play was over, when getting up after the play push on the offensive player to get up, on one play after the tackle the defender stood up still holding onto the receivers legs basically putting the receiver onto his head.
