As far as abuse and "pushing high vs a boss you couldn't kill" remember that they turn off at +12 so I see no problem in using it in such a way in the keys available. Also leaving it alive for the 75 sec for another to spawn (assuming spawn to spawn timing) would let the buff stack 25 times buffing all the mobs by 125% which is well beyond lethal for most people doing keys in the level that the affix is active. Also, they didn't totally remove frenzied, they removed it from testing to rework it. Could be gone forever or come back tweaked in a week or two. Having a shield for an HP bar has multiple effects. Warriors with their 45sec cd throw that does 500% damage to shields and several other classes with abilities that deal bonus damage to shields is one. Another is that shields change the color of health bars / nameplates from red to blue (by default) making them easier to spot as a priority target. Depending on their HP behind the shields they may either be executable the whole time or at >80% for hunters mark / dev mastery / etc to give bonus damage. It is an interesting affix, and similar to Ascendant's haste buff even if haste or crit isn't best for a particular given spec 20% of any secondary is great.
so apparently, the new philosophy from blizzard is that tanks are too sturdy and do too much self-healing. So the response from them has been to Nerf many classes with tanking specs. One of the more frustrated of those communities has been the vengeance demon Hunters. Not to mention everyone else. Last night amidst mounting criticism and feedback that has gone largely unrespected to, blizzard decided to make an announcement that they are nerfing fortified from 30-20% in M+. Which they say is to offset the lower survivability of the tanks based on their sweep of nerfs.

Warrior main here. They got the ability names exactly right. Shattering throw 2 doesn't have a cast time, but I think it doesn't break immunities.

I wouldn't stress it honestly. They are continuing to make class changes amd likely still will after release.

The buff last a whole 20 seconds what a pointless but unless it is abused in someway.
20% crit for 20 sec is better than many classes 1-2min cds.
