Will the battery be charged when the engine is working?

The battery will not be charged when it is running. It is one of the down side of this engine.

So everytime you start the engine it needs to be hook up to a 12 volt battery?

I think you can as long as you can find a carb that fit. But you can always fix your carburetor if it broke.
