My dad used to sell these -- I remember riding to Hamilton Illinois to pick up four of them in his pickup. It's what I used when I started mowing lawns as a kid. My older brothers also used the Whiz-Mows. The neat thing was that you could unhook the "sulky" (that's what they called the seat with the drive wheels) by pulling the pin where it connects to the mower. Then loosen and raise the handle and use it as a push mower for trimming. Pressing foot pedals on the sulky simply tightened the belt to the PTO on the mower, thus turning the drive wheels on the sulky.

Often times the compression was higher back then. Fuel was leaded gas and octane was 110+ on average, so even if the engine was less horsepower it didn't always mean that it cut worse.
Really a high octane ethanol free fuel, a good 2 cycle oil mixed at the proper ratio, octane booster would the best bet. It might need to be readjusted for the best mixture though.
Another example is a Kawasaki FJ 180V is only 4.5HP but has 98% tolerances when manufactured. It runs circles around other mowers which much higher hp.
