One slight problem you made, just because the Saiyans were using the scout scopes doesn't mean they created them. It's entirely possible that they stole the scout scope technology from the Truffles which then the Frieza force got their hands on it and upgraded it to the scouters.

Iconic. For the classic over 9,000 meme alone. I'd argue they were also perfect for introducing concepts from the show to western audiences. We don't really have a word for chi we have to borrow it for simplicity (like Shadenfreude). Seeing a sci-fi character explain this to the audience helps us get a baseline for what's going on. Its underlined wonderfully by Goku and Vegeta's dialogue before their first fight ("even with hard work you can surpass an elite"). Also like to point out around this time in the series Toriyama had been working on Dragon Quest. RPGs have this tendancy to make things all about numbers (character levels, hit points, armor class, plus 2 swords, etc). I've always wondered if that had something to do with it as well.
Honestly I wish he had kept the numbers, he was surprisingly good with getting the perfect numbers to add up and giving goku a 21x Zenkai after he got 9x more powerful from 8,001 which adds up to 3 Million and x that by 50 and you get more powerful than Freeza's final full power form. Pretty satisfying for me really just feels nice, but then the only thing we have to go off of how powerful they get during the Android and Cell sagas are cosmological feats such as how many large stars it takes to destroy a Solar System or at least how many make up an entire Solar System, since first form Freeza was able to output and show Dwarf Star levels of power in his first form by effortlessly destroying Planet Vegeta which is 10x bigger and heavier than Earth, it's gravitational binding force would also be 10x higher than Earth and Freeza reduced the entire thing into ash and shook the Solar System with it, it was as if a small star blew up eh. Anyways yeah Final Form Freeza is 219x more powerful than his first form and 200x Dwarf Star level adds up to Star level so he could be Star+ easily and maybe even Large Star level due to a stray blast being able to destroy a Star and a planet even bigger than Vegeta. The difference between each Large Star though is so vast that it can go from just a couple times bigger than our Sun to many Millions of times larger. So that in the end makes Android and Cell saga characters even more insanely overpowered. Thr Androids were definitely many times above Freeza as even and more powerful Mecha Freeza that could potentially beat the SSJ Goku he faced on Namek and Trunks came in and destroyed both him and his slightly weaker but definitely close in power, father with not much effort really, he just quickly zoomed in and got the job done, didn't even break a sweat. And thr Androids were able to beat this Trunks and an even more powerful Vegeta with little to no effort, Vegeta was able to damage 18 a bit and hit her a couple times but in the end, Vegeta got humiliated and got a broken arm and 18 was weaker. 17 was able to one shot every single Human and a Piccolo who was able to keep up with SSJ Goku and Trunks and also one shot Trunks with literally no effort so it shows that they were most likely many times above them. Then Piccolo merged with Kami which should've given him at least a 10x boost which puts him on par with 17 and Imperfect Cell on his first appearance. So he'd easily be Hundreds of times above Freeza by this point as he's trained for 3 Years and merged with his other half and everyone at this point would be able to one shot Freeza even if he came back 100x or 200x stronger after training for a couple Hours or something. Everyone's gotten so much more powerful already but then Semi Perfect Cell just washes all of them easily and Vegeta and Trunks have to not only surpass their own Super Saiyan forms but also achieve a new evolution which gives at least 2x boost to his regular SSJ form as Grade 3 gives a 10x boost to the Grade 2 state which would make it very strong, vegeta would've easily gotten over 10x more powerful since his fight with 18 and Grade 2 being 2x that makes him at the very least 20x more powerful than the 18 that he fought giving him an even bigger boost than Piccolo got when he fused with Kami. Then Perfect Cell demolishes this Vegeta even when he used the Final Flash which increases his full power by 5x which would give him a temporary 150x boost compared to when he fsught 18 while utilising the attack and its how much energy the attack holds too so it was able to damage and stun Cell but of course he regenerates. Then Trunks powers up to Grade 3 and literally becomes slightly more powerful than Perfect Cell and easily more than 2x as powerful as his dad in Grade 2 using the Final Flash and his only drawback was an immense decrease in speed. Which Cell took plenty advantage of. But all of this stuff is just calculated ideas on how powerful they got using bare minimum logic and thr Androids alone were let's type... 500x more powerful than Freeza and Trunks ended up becoming 300x stronger than that 18 so that equals up to 150,000 which isn't even at the end of thr Cell Saga, Goku still got more powerful than Trunks using half of his power so let's type 4x at Max and Gohan was even stronger so let's put him at 5x, that's already gone up to 750,000x above Mecha Freeza and Perfect Cell was using less than Half his power while fighting Goku while he actually had to try for a bit with Gohan. The funny thing is is that Grade 4 of SSJ actually gives the same amount of power as Grade 3 but without the speed loss so Gohan unlocking not only his full power but also his rage boost would've put him almost twice as powerful as Cell which would make him over 1,500,000x above Mecha Freeza and would easily put him on the cusp of Solar System level which is 1,440 times Large Star level and this isn't using the high end of stars just the regular Large stars a few times bigger than our sun as Freeza himself was Star+ so he could probably destroy our sun with not much effort. Then Super Perfrct Cell came and actually threatened to blow up the Solar System if the blast hits the Eaeth so it has so much power in that blast that it could literally engulf the Solar System like a supernova but even more powerful and with all these calculations it all actually adds up and makes sense. So by the end Gohan and SP Cell should at the very least 1,500,000 times more powerful than Mecha Freeza which is not even close to how insanely powerful they get later on, like seriously they show off Multi Solar System to Multi Galaxy level feats, Vegito is quite possibly literally Hundreds of Trillions to Quadrillions of times more powerful than even Cell since he was able to blast back and block a direct attack to the Universe that was ripping Galaxy sized holes into the Universe so yeah once you think about just how much more powerful they became it really extends far, like what's 150,000,000 x 1,500,000?? Then times that number by a bare minimum of 500 Trillion.
I think Scouters are iconic and a really neat idea. They do have the slight problem of having helped produce the great "Power level" debates and contributed to the fact that no amount of skill or strategy will win a battle, only breaking your limits and hitting a new plateau of power. But outside of that, they're also just a really neat idea and I can see why the Frieza force would get so reliant on them. And they get used in the games all the time where their specific uses are often of great importance
Smh here’s the problem with this argument. Scouters or power levels are not the problems. Everything know what the problem is. The disingenuous fans. You don’t use good argumentation with these types of debates. Who call you some of the most horrible names whenever they’re losing. And or curse words. We need to stop these two aren’t equivalent. And we really seen people with lower strength damaging stronger people. By using techniques that multiply their power levels. Like makankosappo, kikoho, Kienzan, Super Kamehameha. And those techniques only multiply your power level so much. That means they have to train to get their body which is their ki stronger. To get a bigger multiplier when it gets added on their beam. Same as when Goku turn super Saiyan. He will just stagnate. And if he doesn’t train. Like Gohan in the beginning of the Buu saga
If a cartoon or show or whatever wants to parody DBZ, they do one of two things: do a super Saiyan parody, or have some one wear a scouter. That is ICONIC
Scouters are absolutely an icon of sci-Fi thanks to Toriyama. Before then it was either full helmets or visors that displayed info over a characters face. You see them EVERYWHERE in anime with advanced tech

I remember reading a little of a fan made manga of Dragon Ball where they use scouter but their rating where in letters/categories. As a way to improve and simplify the numbers that the actual show had.

Scouters are so cool aesthetically, and power levels were genuinely good for early DBZ. "It's over 9000" isn't just a meme, it's a great moment showing just how far Goku's come and Vegeta and Nappa's disbelief at the situation. The Namek saga also had some interesting capers with the heroes breaking scouters so that they wouldn't be caught as easily. (I think they also shows the laziness of the villains who never bothered to learn to sense energy naturally.) However, power levels did finally become too obtuse once Frieza hit one million. At that point, keeping track of the numbers in your head would have been too much and lost impact, and DBZ had gotten good at just introducing new characters and forms and letting us gauge their power relative to other fighters.
Even Sonic the Hedgehog wore one, I doubt it had any power level counting capabilities since it was a piece of stealth tech used to scan for infrared lasers instead... And what would you expect? It's the same series that has it's own long running Dragonball references to this very day in Tail's method of flying and Super Sonic.
my head canon with scouters is that they keep to a certain rounded number closest to the average power level of a given individual, because the power level would realistically be bouncing between a range of values like radiation measured by a Geiger counter

You don't touch on a related topic: after the Namek and Android sagas, Babidi is seen evaluating power levels using a different unit (kili), which is conveniently worth much more so as to avoid huge numbers. No scouters involved, but it's a nice throwback.
I actually made (and still have) my own scouter as part of a Halloween costume, many years ago. An earpiece from a broken pair of headphones, lens from an old pair of glasses, some plastic blocks from a craft store for "buttons", and a plastic "cuff" that was used to pair bottles of juice together.
A new scouter that gives more general useful information, like detecting movement from far away or scanning materials/items, could keep them relevant. Just make the whole power level thing more general, like detecting when someone is powering up, transforming, or battling. I think it is cool when characters can't always sense energy (like the Androids)

I always thought the scouters exploded from strong power levels because whatever material they used to capture that information would get overloaded and break. Maybe something akin to a piezoelectric crystal but for ki.
I'm 90% sure hte scouters are descended from a mecha show, Blue Comet SPT Layzner. Differing functions in that those devices were effectivly used as interface and augmentation for the mechs, but still. Same form factor. And computers are at the point where you could make something with the same form factor and it able to do useful work.

Scouters basically the key thing that changed the game of Dragonball. That’s where power scaling took full effect, after a long while. You can look at any game, any movie, see a scouter and easily go “oh it’s from that one anime.” Even for people who don’t watch dragonball, the scouter is something everyone recognizes. Irrelevant? Yeah. Iconic? Definitely.

Well iconic, I can't help but see them as key to one of Dragonball's biggest problems. Namely, how power levels as a concept have backfired horribly due to the way the series would fixate on them.
The just 1 shy of 1 million might be something Frieza required way back when in Universe. If his 2nd form clocked in at 1 million then in his arrogance he figures no one could top that beyond him going into his other forms. So maybe they just kept it at that limit.
I still think that the power level stuff should of been changed to be classes of power kinda like in MHA or OPM, where we know the range of power on display but can't get they exact number. If it was like that then scouters and power levels may still be relevant

Frieza's army are better organized and equipped than they at first seem. On the surface they seem like a pack of goofballs, but Frieza did actually have some pretty competent and knowledgeable people working for him.

I love the scouters, they look cool, served the plot(even if now I lament the my numbers are bigger than yours nature it put DB in) and it's an instantly iconic item. But if you want to talk something more famus to DB than Goku or Vegeta, there are two VERY simple answers. The Kamehameha, and super Saiyan. The effects they've had can be seen in so much media from both the west and the east.
I would say that yes the scouter is iconic in much the same way that a phaser is pair with Star Trek or the Storm Trooper is paired with Star Wars it says when people look at that item they say ah that's from that one show. Now if I were to say the most iconic no the scouter falls short. At this point Super Sayian is probably the most iconic thing from the dragon ball universe as a whole.
People forget that the series never really supported power levels. A big theme of the Saiyan and Frieza saga is that true strength can't be measured by numbers, hence why power levels vanish along with the Frieza empire

A bit of both. They're an iconic piece of gear, don't get me wrong. But they're also pretty much pointless since power can be suppressed, rendering the scouter reading inaccurate (heck, they were made obsolete in the literal first arc of Z because the Dragon Team trained to be able to raise and lower their ki), and the ability to sense ki being an overall better option for gauging an enemy's power. Also, their tendency to break (or in the case of the scouters used in the new Broly movie, flatline) when trying to read a power level that's more than what it can calculate.
I think Naruto handled "power levels" best. Chakra is an energy everyone in that world has, but having more of it doesn't necessarily mean you're more powerful. Naruto himself and Kisame both had vast amounts of chakra on their own, but that didn't mean they were the most powerful; only that they had more reserves for weaving jutsu. Think of it like comparing a shotgun to a machine gun; the former has more stopping power, but the other has more ammo.

The thing is dragonball can still use scouters and numbers if they want to. We keep saying "NUMBERS ARE THE B-ALL IN DRAGONBALL" But uuhm.. I doubt a certain goatman has a HIGH POWER LEVEL at 1st and is only dangerous since he STEALS IT. Heck... in th TOP our favorite animal universe couldn't be sensed since they didn't use Ki... imagine a scouter seeing them as power level 0. The thing is.. you can use scouters in writing STILL, the difference is... you gotta go around it. When sensing became a way of feeling the battlefield.. what did Super (post Z) do? (NOT GT?) God Ki.. something you cannot sense unless you have expirenced God Ki before. So can scouters return and stay? Yes! You could meassure Beerus's power level and Goku's and say: "Well Goku has the higher power level...." But that's where we have to go to the roots of dragonball.. MARTIAL ARTS and TECHNIQUES. And that's why we love MORO as a Villian cause that guy is 1 walking techiqnue. He has strong Ki control and uses your Ki against him, but physically is weaker.. but touching him is a RISK since he drains your Ki faster that way. With eventual Spirit Fission a PHYSICAL TECHNIQUE ment to disrupt Ki.. being the ..."Ki" to winning the day. And Goku super mega ultra instinct too.. but only since Goku gave him a Senzu.. otherwise Vegeta's Spirit Fision did it. And that's what I love of the ToP. Since some contestants were DANGEROUS despite being WEAKER then Goku and Vegeta cause they used different tactics. Heck Roshi used the MAFUBA to KO oppenents despite being waaaaaaaaaaaaaay weaker.. and almost ELEMINATED Vegeta by accident.. the SECOND STRONGEST of his team while he is considered the WEAKEST of the team. This is what I think Dragonball Super should focus on more. You can keep improving power levels and transformations.. but... eventually it has to focus on the techniques and use of transformations.. and we see this in Granola the Survivor and Moro. And thus Scouters may be used in the future again to track our heroes... or villians... Imagine Scouters in the future being used to "Calculate" potential or hidden power from now on? And still get it wrong due to NOT ENOUGH DATA!
I like that even Toriyama remembers that power levels are completely innaccurate when measuring any of the heroes or any villains after the Freeza saga. The fanbase weren't paying attention in the arc where power levels were explicitly mentioned, and they've been so consistently irrelevant ever since, but the fanbase is obsessed with the idea.
One of the most iconic lines in the entirely series, is "its over 9000!" (Yes I know its a dubism, its really 8000) Without the scouter, that never could have happened. The scouter is innovative and a beautiful piece of tech in this extravagant and fantastic world.
I think power level levels should be kept around, but implemented like pokemon stats. As in you could have people that are compareble in total, but different stats. Speedster (ye Burter) with abbility to criticaly strike. Special attacker Physical attacker Wall on either side or both
Yep. Scouters measures ki. So lets say Krillin can lift 2000 tons while Goku could not. The scouter will still read Goku as the stronger one because he can put out more ki than Krillin can. That's just an example. Krillin isn't physically stronger than Goku. Remember when the scouter was first introduce. It was reading their ki outputs and not how psychically strong they are. That's why when Goku and Piccolo charged up their Kamehameha and Death Beam, their power reading shot up because the scouter was reading their ki output. So lets say you use the scouter on Ayumu Aikawa. Ayumu maybe able to raise his physical strength to an unlimited level but because he doesn't know how to raise his ki, the scouter may read his power output wrong, thinking he's only power level 5. Scouters are cool but I need a better power reading tool. One that picks up more than just ki readings.

It's entirely possible that the Tuffles invented the scout scopes, which were taken by Saiyans, and later refined into the scouters by Kikono

The funny thing is is that Grade 4 of SSJ actually gives the same amount of power as Grade 3 but without the speed loss so Gohan unlocking not only his full power but also his rage boost would've put him almost twice as powerful as Cell which would make him over 1,500,000x above Mecha Freeza and would easily put him on the cusp of Solar System level which is 1,440 times Large Star level and this isn't using the high end of stars just the regular Large stars a few times bigger than our sun as Freeza himself was Star+ so he could probably destroy our sun with not much effort.
Then Super Perfrct Cell came and actually threatened to blow up the Solar System if the blast hits the Eaeth so it has so much power in that blast that it could literally engulf the Solar System like a supernova but even more powerful and with all these calculations it all actually adds up and makes sense. So by the end Gohan and SP Cell should at the very least 1,500,000 times more powerful than Mecha Freeza which is not even close to how insanely powerful they get later on, like seriously they show off Multi Solar System to Multi Galaxy level feats, Vegito is quite possibly literally Hundreds of Trillions to Quadrillions of times more powerful than even Cell since he was able to blast back and block a direct attack to the Universe that was ripping Galaxy sized holes into the Universe so yeah once you think about just how much more powerful they became it really extends far, like what's 150,000,000 x 1,500,000?? Then times that number by a bare minimum of 500 Trillion.

I think Scouters are iconic and a really neat idea. They do have the slight problem of having helped produce the great "Power level" debates and contributed to the fact that no amount of skill or strategy will win a battle, only breaking your limits and hitting a new plateau of power. But outside of that, they're also just a really neat idea and I can see why the Frieza force would get so reliant on them. And they get used in the games all the time where their specific uses are often of great importance
Smh here’s the problem with this argument. Scouters or power levels are not the problems. Everything know what the problem is. The disingenuous fans. You don’t use good argumentation with these types of debates. Who call you some of the most horrible names whenever they’re losing. And or curse words. We need to stop these two aren’t equivalent. And we really seen people with lower strength damaging stronger people. By using techniques that multiply their power levels. Like makankosappo, kikoho, Kienzan, Super Kamehameha. And those techniques only multiply your power level so much. That means they have to train to get their body which is their ki stronger. To get a bigger multiplier when it gets added on their beam. Same as when Goku turn super Saiyan. He will just stagnate. And if he doesn’t train. Like Gohan in the beginning of the Buu saga

Scouters are absolutely an icon of sci-Fi thanks to Toriyama. Before then it was either full helmets or visors that displayed info over a characters face. You see them EVERYWHERE in anime with advanced tech

I remember reading a little of a fan made manga of Dragon Ball where they use scouter but their rating where in letters/categories. As a way to improve and simplify the numbers that the actual show had.

Scouters are so cool aesthetically, and power levels were genuinely good for early DBZ. "It's over 9000" isn't just a meme, it's a great moment showing just how far Goku's come and Vegeta and Nappa's disbelief at the situation.
The Namek saga also had some interesting capers with the heroes breaking scouters so that they wouldn't be caught as easily. (I think they also shows the laziness of the villains who never bothered to learn to sense energy naturally.)
However, power levels did finally become too obtuse once Frieza hit one million. At that point, keeping track of the numbers in your head would have been too much and lost impact, and DBZ had gotten good at just introducing new characters and forms and letting us gauge their power relative to other fighters.
Even Sonic the Hedgehog wore one, I doubt it had any power level counting capabilities since it was a piece of stealth tech used to scan for infrared lasers instead...
And what would you expect? It's the same series that has it's own long running Dragonball references to this very day in Tail's method of flying and Super Sonic.
my head canon with scouters is that they keep to a certain rounded number closest to the average power level of a given individual, because the power level would realistically be bouncing between a range of values like radiation measured by a Geiger counter

You don't touch on a related topic: after the Namek and Android sagas, Babidi is seen evaluating power levels using a different unit (kili), which is conveniently worth much more so as to avoid huge numbers. No scouters involved, but it's a nice throwback.
I actually made (and still have) my own scouter as part of a Halloween costume, many years ago.
An earpiece from a broken pair of headphones, lens from an old pair of glasses, some plastic blocks from a craft store for "buttons", and a plastic "cuff" that was used to pair bottles of juice together.
A new scouter that gives more general useful information, like detecting movement from far away or scanning materials/items, could keep them relevant. Just make the whole power level thing more general, like detecting when someone is powering up, transforming, or battling. I think it is cool when characters can't always sense energy (like the Androids)

In the story, I'm working on, Future Trunks and my OC use scouters to keep taps on the androids and communicate from a distance.
I always thought the scouters exploded from strong power levels because whatever material they used to capture that information would get overloaded and break. Maybe something akin to a piezoelectric crystal but for ki.
I'm 90% sure hte scouters are descended from a mecha show, Blue Comet SPT Layzner. Differing functions in that those devices were effectivly used as interface and augmentation for the mechs, but still. Same form factor.
And computers are at the point where you could make something with the same form factor and it able to do useful work.

Scouters basically the key thing that changed the game of Dragonball. That’s where power scaling took full effect, after a long while. You can look at any game, any movie, see a scouter and easily go “oh it’s from that one anime.” Even for people who don’t watch dragonball, the scouter is something everyone recognizes. Irrelevant? Yeah. Iconic? Definitely.

As crazy as it is I find myself on occasion missing the Scouter in the Dragonball franchise.
The only other thing I can think of that is a single piece of wearable items that are as Iconic as the Scouters are the headbands of Naruto.
The just 1 shy of 1 million might be something Frieza required way back when in Universe. If his 2nd form clocked in at 1 million then in his arrogance he figures no one could top that beyond him going into his other forms. So maybe they just kept it at that limit.
There should be a spin off series for the soldiers of the Frieza Force that parodies The Office.

Frieza's army are better organized and equipped than they at first seem. On the surface they seem like a pack of goofballs, but Frieza did actually have some pretty competent and knowledgeable people working for him.

I love the scouters, they look cool, served the plot(even if now I lament the my numbers are bigger than yours nature it put DB in) and it's an instantly iconic item. But if you want to talk something more famus to DB than Goku or Vegeta, there are two VERY simple answers. The Kamehameha, and super Saiyan. The effects they've had can be seen in so much media from both the west and the east.
I would say that yes the scouter is iconic in much the same way that a phaser is pair with Star Trek or the Storm Trooper is paired with Star Wars it says when people look at that item they say ah that's from that one show. Now if I were to say the most iconic no the scouter falls short. At this point Super Sayian is probably the most iconic thing from the dragon ball universe as a whole.
People forget that the series never really supported power levels. A big theme of the Saiyan and Frieza saga is that true strength can't be measured by numbers, hence why power levels vanish along with the Frieza empire

A bit of both. They're an iconic piece of gear, don't get me wrong. But they're also pretty much pointless since power can be suppressed, rendering the scouter reading inaccurate (heck, they were made obsolete in the literal first arc of Z because the Dragon Team trained to be able to raise and lower their ki), and the ability to sense ki being an overall better option for gauging an enemy's power. Also, their tendency to break (or in the case of the scouters used in the new Broly movie, flatline) when trying to read a power level that's more than what it can calculate.

Chakra is an energy everyone in that world has, but having more of it doesn't necessarily mean you're more powerful.
Naruto himself and Kisame both had vast amounts of chakra on their own, but that didn't mean they were the most powerful; only that they had more reserves for weaving jutsu.
Think of it like comparing a shotgun to a machine gun; the former has more stopping power, but the other has more ammo.

The thing is.. you can use scouters in writing STILL, the difference is... you gotta go around it.
When sensing became a way of feeling the battlefield.. what did Super (post Z) do? (NOT GT?) God Ki.. something you cannot sense unless you have expirenced God Ki before.
So can scouters return and stay? Yes! You could meassure Beerus's power level and Goku's and say: "Well Goku has the higher power level...."
But that's where we have to go to the roots of dragonball.. MARTIAL ARTS and TECHNIQUES.
And that's why we love MORO as a Villian cause that guy is 1 walking techiqnue. He has strong Ki control and uses your Ki against him, but physically is weaker.. but touching him is a RISK since he drains your Ki faster that way. With eventual Spirit Fission a PHYSICAL TECHNIQUE ment to disrupt Ki.. being the ..."Ki" to winning the day. And Goku super mega ultra instinct too.. but only since Goku gave him a Senzu.. otherwise Vegeta's Spirit Fision did it.
And that's what I love of the ToP. Since some contestants were DANGEROUS despite being WEAKER then Goku and Vegeta cause they used different tactics.
Heck Roshi used the MAFUBA to KO oppenents despite being waaaaaaaaaaaaaay weaker.. and almost ELEMINATED Vegeta by accident.. the SECOND STRONGEST of his team while he is considered the WEAKEST of the team.
This is what I think Dragonball Super should focus on more. You can keep improving power levels and transformations.. but... eventually it has to focus on the techniques and use of transformations.. and we see this in Granola the Survivor and Moro. And thus Scouters may be used in the future again to track our heroes... or villians...
Imagine Scouters in the future being used to "Calculate" potential or hidden power from now on? And still get it wrong due to NOT ENOUGH DATA!
They could return as communicators for the dragon team.
They definitely were used well somewhat in the Super manga. So they can have some utility even now.

I like that even Toriyama remembers that power levels are completely innaccurate when measuring any of the heroes or any villains after the Freeza saga. The fanbase weren't paying attention in the arc where power levels were explicitly mentioned, and they've been so consistently irrelevant ever since, but the fanbase is obsessed with the idea.

Yep. Scouters measures ki. So lets say Krillin can lift 2000 tons while Goku could not. The scouter will still read Goku as the stronger one because he can put out more ki than Krillin can. That's just an example. Krillin isn't physically stronger than Goku. Remember when the scouter was first introduce. It was reading their ki outputs and not how psychically strong they are. That's why when Goku and Piccolo charged up their Kamehameha and Death Beam, their power reading shot up because the scouter was reading their ki output. So lets say you use the scouter on Ayumu Aikawa. Ayumu maybe able to raise his physical strength to an unlimited level but because he doesn't know how to raise his ki, the scouter may read his power output wrong, thinking he's only power level 5.
Scouters are cool but I need a better power reading tool. One that picks up more than just ki readings.
