To pull off that chip whilst dribbling from that distance (its too close really) to beat a Keeper near post with a close range chip, the keeper should be able to cover that area but is not expecting him to aim there because the difficulty is so high. If some is going to chip you at that range they will usually go far post just because its further and therefore easier to make the ball do what you need to do. At his height of his powers he was the best player in the world at the time. He unfortunately also loved to party and didn't like to train, so his peak years were few.
