Appears to be very similar to Nertz/Peanuts but using cards that are less familiar to many western players. I will just play Nertz with my deliberately mismatched Bicycle decks. It’s basically solitaire but you have community “Dutch” piles that everyone plays on.

Blitz is a type of chess where each player has 3-10 minutes total
I've played this a lot with normal card decks and called the game Imp. A lot of fun!

I think you can stack the numbers in order regardless of who puts the cards down, but you only play cards from your own hand.
