This is a really fun concept! I like using the color spectrum as a game mechanic. It would be nice to be able to make custom card backs for this version that includes the spectrum diagram on the back as a reminder that also unifies the card backs.
Uno cards are standard playing card sleeves, so you can purchase, say, Magic The Gathering card sleeves with a rainbow on them to hide the back and provide a spectrum reference. There's a few services for printing custom sleeves, as well, so you could get the exact back you're after.
The sad thing is you can still ditch the Non-Partisan Uno. You can get Green from Regular Uno and then get Orange and Purple from Uno Flip. This decreases the odds of memorizing the Flip Cards' backs as well since there's more of them. For the Action Cards, just get em from either decks and balance as you wish.
I think the downside of NP UNO is the presence of yellow and green in the deck, while Flip is very much confusing especially with the predictable cards behind them.

I invented a new Uno game, can you please make a video maybe? Commander Uno Played with any powerful Uno card deck, I suggest Uno Flip or Uno No Mercy. Each player is a commander, with 3 soldiers. Each soldier has 7 cards, play like a player in Regular Uno, and have turns back to back. You play as all 3 soldiers. If one of your soldiers has no more cards, you win. You may not swap soldier cards, or order. If a soldier has 15 cards or more, they "die": their cards are sent to the bottom of the draw pile. Also, for some house rules to now be official: stacking cards, including plus cards is allowed, so you can play multiple of the same symbol/number in one turn, and stacking plus cards, pluses the sum, multiple skips skip multiple people, etc. Also, deflecting plus cards exists: if a soldier plays a plus card, the next may play an equal or greater plus card, sending the sum to the next person. This works no matter if it is your own soldiers increasing +5 cards to add +10 or +15 to an opponent, or if you are using this to protect yourself from opponent attack.

so i had a rule variation idea for this game: whever a player plays a 0, they can choose to discard all cards from a color, but must draw from the deck until they get a card of the discarded color. You may not use a color if it gets you to uno or winning
Around August 2022, I myself came up with my own UNO which also made use of the full spectrum. It had other elements too which, at the time, I felt would help in creating its own identity. Went as far as printing out all the cards, but as of today I still haven't been able to properly play test it to verify how well it works. Not sure if anyone would have any interest in it, or if Mattel would want to help make it a thing.
Matel would tell you the same thing they tell everyone: They do not accept unsolicited game ideas, because if they heard your idea and then made something similar on their own, you could sue them. It's safest for corporations to not accept ideas from people who don't work for them

Black? Where did it come from? The red and blue I can understand, but a white and grey would be fine for a 10-color deck. But adding black to it makes it feel odd since it needs at least one more color to 12.
Would be great to have that idea made. But I guess it's up to Mattel to create an UNO variant that is a simplified version of this. One of my Master Rules concepts is to have the zeros in red, yellow, teal, and purple, while orange, green, blue, and magenta don't. Numbers are reduced from 0-9 to 0-5 because we need to fit this to a standard UNO deck. Certain colors will have certain action cards much like Full Spectrum Rules, albeit again to fit the 104 cards. In terms of Wild cards, I'm thinking about making various wild cards like you can only play certain colors shown on the card, and maybe the most brutal of all... Draw 8 Wild All.
