    Yes, the breaker will still trip with the lock out device in place. Even if the breaker handle is immovable the internal snap spring will break contact upon an overcurrent or short circuit condition.
    NEVER REMOVE a lock out tag device or lock unless YOU installed it and all locks and tags have been removed by their owners. Period.

    what if breaker need to trip? Is this could be a fire hazard?

      It's designed for lock out in the off position for you to work on the circuit not hot. Not to keep it on like breakers locks.

    I know this may come as an odd question but can this also be used to lock a breaker in the “on” position? We have someone who’s targeting a particular tenants power when frustrated or mad at them. Thank you.

      No. No. And no. I understand why you would want to do this, but it's a major safety hazard. If you lock the breaker in the on position it will not allow the breaker to trip in cases of short circuit/etc. That is a major fire and safety hazard. Lock the breaker panel or junction box, not the breaker. Hope this helps even though I'm late.

    That electrician still look at the datasheet when the circuit breaker have label on it...

      your using it to lock it in the off position, to work on the circuit.
