This tree is 2 years old. Yes, you should always cut them at knee level when you are transplanting a tree. That's why we need to decrease the size of the tree during planting. Otherwise, it would dry out starting from the top.
We use a Turkish brand waterproofing paint. It has resin and it's water-based. You can check with your local paint shop for a suitable product. Just avoid using oil based paints as they might harm the trees.
