@@probuick3317 ok , never seen a setup like that before , a friend of mine has an old 430-4 Buick and specs on it says they also like high rpm's for big block .
@user-rr7sb8lm6x Stock big block Buicks are made for massive low-end torque. In stock form, most made all their torque around 3K RPM. 5000 to 5500 is max in stock form, and I wouldn't do that too often. That said, they do respond to mods and can be made to put out big numbers and rev.

No. It runs off of a gear on the end of the camshaft.
