BensonPlayz It started with i believe Kareem Abdul Jabbar he used to camp in the paint and score easily so the NBA gave the players a limit of 3 seconds in the paint.Its not common in the NBA today because most teams bigs like to work from the free throw line or shoot threes
if the ball has touched the hoop and then theres more than 14 sec remaining does the count continue or give a 14 sec no matter what the remaining sec is gonna be (sorry for bad english or grammar)
Sorry for the late answer, the shotclock keeps counting. You have to look at when the offensive player catches the ball of the rebound. When he catches the ball with 13 seconds or less, it will go to 14, as long as it hit the ring. If it’s 14 or above it will not be changed. (I am an national ref in Europe)

If the player has already dribbled, the yes its a double dribble, but that's not the case, the player seen got passed the ball and he caught it with his 2 hands, he has the right to dribble again cause no one catches the ball with one hand

Why are nba referees tapping their own head? What is the meaning for that? Ive seen bench players mimicking same gesture when soneone makes a posterized dunks. Is there any relevance?
You forgot to cover the Defensive 3-Second Violation. If a defending player is not actively guarding an opponent and is located in the 16 foot lane for more than 3 seconds, the attacking team gets a technical free throw and possession of the ball. But when he is actively guarding an opponent, this does not apply

That is because it is really hard for the referees to catch, since it is just 3 seconds. They might even change the time limit to 5.
