Either: -- The people there are dealing with an Advanced Polywater Scenario, wherein anything that gets wet from the altered rain literally sickens, gets corrupted, and either becomes the unearthly menace or hallucinates it, and to be frank I don't know which is worse? Because as the authorities get more engaged with the threat, the more they themselves might be changed. OR: -- The rain itself isn't the issue, it's merely a scalar, a side effect like temperature, of a breach in space and time between two parallel but close worlds. One resembles our Earth, the other holds plagues and monstrosities for us. The catch with this, is that the situation will only become more intense as said rain incorporates itself into the ecosystem, as it becomes harder for the ordinary people there to avoid exposure and contamination as water-based life. These may or may not be exclusive, but I'd guess that the endgame changes depending on whether it's "changed humans attacking humans" or more "otherworldly outsiders attacking humans." If anyone can still tell the difference, long-term.
