As far as I know, they added witches because this was the last expansion pack and witches were always planned for the Sims 2 so they squeezed them into the last expansion pack.
Here's an idea. I would love a video explaining and testing out every single testingcheatsenabled mailbox and sim pie menu option. In my 17 years of playing this game, I've never really explored or figured out what they all do:

I heard that because it was the last expansion they took in fan requests and a lot of people had asked for witches to be implemented and that maybe that's why they're in that pack.
I can't confirm it since I didn't play Sims back then but that could explain it. I always thought it was a weird pack to put witches in, too lol.

I must say if this is true, then I am 1000000% grateful for all of those requests. Witches are my favorite thing in the pack. :p
I always wondered why they created the neutral witches but then left them in a strange state with a bunch of missing data. I guess they couldn't really include them in the magic world because it would sort of mess with the polarity theme but they could have had them wander around the neighbourhood or maybe move one into Watervista Palace in Belladonna Cove or something. I have managed to get them in game before but it is a bit of a pain finding them since as you say their names are randomised. I think what I did was I just opened a neighbourhood in SimPE and looked up their names and then went to add them in game. I think the 'make me know everyone' cheat should work too, though generally you want to avoid that (but then generally you'd want to avoid messing with neutral witches too lol.)
I didn’t think of using the ‘make me know everyone’ cheat 🤔 I wish they had added the neutral witches properly though but maybe they wanted to leave neutrality up to the player and sort of scrapped the npc neutral witches.
Wtf? You managed to spawn them in your lot? How?
@@rhimorse9 They're very broken but after finding her name in SimPE in one neighbourhood I used the tombstone of L&D to add her to Olive Specter's lot. I think I tried with the insimenator too and that didn't work. Basically she showed up invisible on the lot probably because the neutral witches are missing most of their data. You can still see the headsup display where she has most of her upper torso and neck missing and then I tried to move her out with a bunch of Sims and the taxi left but the sims didn't lol. They became stuck in the same way she did I guess. I can't remember if I tried to restore the family members, there is an option to do that using the insimenator and it works on Sims that disappear when you're messing around with moveobjects etc, but this was for an experiment so I just reloaded.
@@CalipersandTongs ok so they were in the lot, after all, i guess? I did the steps to add them to the lot and when i didn't see them i thought they didn't spawn at all. Anyways i couldn't prove it wrong or whatever
@@rhimorse9 you should be able to see their icon and the rest of the interface you just can't see their body mesh.
Ik if i looked we could find them together jsjs i wouldnt mind puttin em in my game and breakin it some more lmaoo

Quickly telling you my story with them XD
Me as a Child with Testingcheats enabled done option "make Me know everyone" on mail box so many times.. And ofc they appeared in relationship panel, but as other sims with no data (unlinked?) they can't really be teleported (if I remember it right time on lot freezes).
I have an idea that they can be connected somehow to magic helper (? Not sure about correct name) which you can summon through spell.
Three type of witches so there needs to be three magic helpers, right? XD
Plus magic helpers appear invisible only with clothes and corrupted neutral witches doesn't have bodies on UI profile pictures.
My little theory, but I am not sure how to prove this :/
I checked through in SimPE and there are all three neutral witches and the magical helper npc.
Interestingly magical helper npc is an object such as Grim Reaper and Psychiatrist.
There is also a White cat npc (in my russian version named Dani Cat/Дани Cat) an object too, but it is defined as an adult male sim.
Which brings me to the thought of game using this white cat npc as a reference/template (or even overlay of some kind?) for all magical cats. Likewise, the magical helper npc can be used as reference for all magical helpers or it can be overlay. And if it's something like overlay or npc skin then maybe these neutral witches can use it.
If it is a single object like Grim Reaper or Psychiatrist and cannot be copied then the game should make error when you try to summon several magical helpers by different types of witches.
If so then it is single object and not overlay type, If it is a reference/template then after casting spell there must be some "magical helper (Sim name)" character files just like magic cats.
BUT If game would not make error and will give you three magical helpers casted by three different witches and there wouldn't be any traces of "magical helper (Sim name)" character files then probably it were our "broken" three neutral witches using it as overlay..
I am not an expert and don't understand all of game's mechanics so I am politely asking not to judge me and explain this question in comments 😄

I've done the experiment I described above.
The results were not impressive.
It turned out that only a good type witches can summon a magical helper NPC, which has already ruined my plan.
My sim, a good witch, summoned a magical helper NPC, I added him to the family using the tombstone of L&D.
The magical helper does not have a body or face, has only a slightly distorted (in the chest area) clothes of a good witch and a hat.
When interacting with the closet, there is an option to change into casual clothes (Grim Reaper's rags) and nightwear (Pink basic set for women).
If you send him to the mirror, you will see Grim Reaper and can choose a hairstyle from the women's section.
What about personality?
Mechanical skill 10, creativity skill 10 and cleaning skill 10.
Horoscope sign Cancer.
The biography is exactly the same as that of Grim Reaper.
Men's voice, women model in nightwear.
No aspiration.
Found what the name of NaeNae Kwa in my russian version.
Added her to the family with the help of the tombstone of L&D.
As it turned out, I was wrong - time on the lot does not stop when she is added to the family.
She has no visible model, only her data is present on the lot.
If you try lock the camera on her, the camera will follow the other character.
Does not respond to orders to go anywhere, to do something.
Has a similar biography of Grim Reaper.
Mechanical skill 10, creativity skill 10 and cleaning skill 10.
Which may indicate that broken witches should also be objects, not characters.

I didn’t think of the fact that neutral witches could be objects instead but it could make sense. Also no judgement here! Hello.... I have spent an hour for my sims wandering around community lot just to see witches ... but all I can see is good with and evil witch ... I dont see any neutral witch which makes my patience lost 😅... can somebody explain for me? Is it rare to see neutral witch?
They were cut from the game! They aren’t possible to see in normal gameplay.
They don't exist, simple as. You can make your sims neutral witches, but the pre-mades were scrapped from the game entirely. Even trying to summon them with mods makes the game crash.
Since these 3 neutral witches aren't playable/usable, can they be deleted or would that cause more issues?
do NOT delete sims, this causes loose data to float around and get caught onto other sims & cause corruption

I watched this episode like 4 times today, because I really wanted to get some info from it but my tiredness didn't allow me to finish 3min video xd
im pretty sure their names get randomized in game which makes it really hard to find them
I found them in simPE, there was 3 of them. To not forget their names (since i play in spanish but simPE shows every sim with english names), i made all of them be related with a CAS sim. In the relationship panel they showed up with no body, only face and clothes. Everything seemed fine but when i tried to spawn them, they never did. Not just "being invisible". They just didn't spawn at all. So, failed attempt i guess

My theory is that the witches were added maybe because they were meant to be a standalone expansion pack developed long ago but considering the timespan of the Sims 2 becoming too long and The Sims 3 having to be released less than a year after Apartment Life, they decided to just put them there in Apartment Life and end the expansion packs once for all for the sims2..
