This tip only makes a difference if the display (monitor/tv) actually supports 10-bit or 12-bit colour. Many displays don't support 10-bit colour and almost none support 12-bit colour. The reason it doesn't make a difference on most displays is because if the monitor isn't capable of displaying that colour bit depth, then it will either make no difference at all, or it will display in YUV422 or YUV420 instead of running in RGB.

How do you record the screen for a photo / video that you are not playing? It doesn't let me unless I go into a game and then when I'm in the game and try to take a screenshot (the TWITCH connection guide) for example it doesn't let me because it takes a picture of the game itself and not the settings like you did at the beginning of the video (want to take a screenshot of the screen the main example and something I change in the settings)

How to get 4k
4k supported tv or monitor
Have a 2.1 hdmi cable but still wont let me run 4k at 120hz only 1080p

No, but keep in mind that most displays don't support true 12-bit or even true 10-bit colour, so you're unlikely to see much of a difference if any.
