You call and file a complaint with the company, you do not call the police for receiving an allergen you asked to not receive and did not get satisfaction with a replacement or a refund. There should have been restaurant security camera footage to show if he made threats.
As a restaurant employee I find it extremely difficult to believe that for just bring up that fact that his food was made wrong that he was kicked out and denied a refund. I'm sure his attitude had a huge role in why they kicked him out without service. No reasonable normal person wouldn't call the police if a restaurant doesn't refund them, they take it up with corporate and their bank.
Waste of resources that could have been deployed in other serious cases. His expense reimbursements from the state should be scrutinized in case he billed the government for any frivolous expenses.
