If the mod is like vanilla when it comes to upgrading monuments, upgrading via events while an upgrade is already in progress still works. I.e. if you're are upgrading from 1 to 2, clicking that mission will immediately give you level 2, and the upgrade to level 3 will be in progress. Maybe you'd still want to wait because it would take a long time, but you wouldn't be wasting money, and you'd instantly get the benefits from the level two monument.
I know one of the people who worked in this so I can’t wait to try it

I’m curious if they did anything to balance Gaul, the fact there’s no HRE in Germany and divided Iberia and Britain seems like Gaul can blob super easily
Their mechanic is anti-blobbing, especially early

Well first off 10 days is not very long especially for people with decent PC's, and second that's infinite admin mana that just defeats the purpose of it

Why the hell is Ireland called Celtica??? This makes absolutely no sense, not even in a "funny haha" althist way. The Keltoi were essentially just the Gauls, the first people bearing that name were recorded in hte Balkans by the Greeks and then the name appeared in the region described by Gaius Julius Caesar in his De Bello Gallico, but that term was never used to describe any of the peoples of Britain, let alone Ireland even as an exonym, endonymically the Irish would just call their state Éire, there's no reason for them not to.
