It's because of hydrogen bonding. Water has the special property of expanding when it freezes into ice. This means the water molecules are spread farther apart when it's a solid than when it's a liquid. Because of water's polarity, the O atom of one water molecule is attracted to the H atom of the next water molecule. When it freezes, the polarity causes the water molecules to "lock into place", in an arrangement that leaves space in between each molecule. Not all substances expand like this when they freeze.
