OK, no. He brought him to King Kai's because a total of 2 things live there canonically. Goku can only teleport to other energies, and so there were 3 options. He could've done Namek, Yardrat, or King Kai's Planet. And King Kai's Planet had the least amount of Casualties. So he took him there. TFS does dumb Goku, and it's funny, but he DID actually think this one fully through.
2:52 Cell has this mentality that he likes everyone who can challenge his power and thus entertain him, but as soon as he is too dominated he turns into the biggest pussy, and tries to use his only advantage which is that he can like Frieza survive in space, after destroying the planet of course.
Fun fact: the Cell jrs didn’t explode like that in the manga and are still alive because of their regeneration. Also they only show up again in super under the watchful eyes of 17.

Keep in mind that the only time we see these characters, it's during a time of crisis. We don't really see them that much during their day-to-day lives. Gohan has a great relationship and respect for Goku. That wouldn't be the case if Goku never spends time with them. Finally, for a kid thats secretly an alien from a planet conquering race who lived in the woods for a majority of his childhood, and spent the rest of it learning how to be human and train to save his friends, I'd say he's done pretty good parent-wise. After all, being a parent is about doing the best you can with what you have and what you know.

Once the moment is over, he's horrified by it, and the reason it took him so long to transform was because he was rebelling against turning into that, because he's afraid that one of these times (quite possibly THIS time), he's just going to stay like that. That he'll just snap and lose everything that makes him a good person, and just be stuck as a cruel, sadistic person for the rest of his life.
