I think its about going undercover as brawling thugs ... i guess . Maybe some sort squad that brings chaos to the gangs when they are members of it .... at their first day , full frontal assault , no connection-building , pure painful confrontation ..... Yeah the "undercover"part is just decoration to make them sound cool.
To be fair, considering the rest of the criminal population of this city, "three people coming to kick your teeth down your throat" is a pretty decent disguise. I mean, it's literally every other group of three people working together, the only exception is that these City Sweepers are actually *good* at it.
Ever hear of the Alpha Renewal version of this game? It's a better version of this game where the music and sound effects are higher quality and the characters have more specials

They originally wanted her chest to bounce up and down when walking and also have all her clothes torn off when she did a special.
Rosa's bio is a nod to both _Kung-Fu Master_ and _Vigilante_ , which were also made by Irem. The Alpha Renewal version retains all of the moves in the Japanese version, including the super attack that consumes 30% of your health. Rosa's running jump is a bit more risque than her hip drop.

Ah yes, I played through this one not too long ago. I prefer Ninja Baseball Bat-Man but UC Cops is great too!
