Ok i officially fixed my sons PS4 i had to slow the video speed .Be careful because now i know I've been scammed by repair shops. My cost $9.88 for Sandisk, this free RUclips tutorial, patience and a brain vs $120.
If restart option doesn’t work just go to restore to default settings You won’t lose nothing but you will have to redo the Wi-Fi and stuff and if your dash had any different theme you will have to Put it back but I Rather do all that then keep dealing with the hassle
Did you format your usb drive to fat32? And create the folders exactly the same in the same sequence? If you didn't following the exact same way then your ps4 won't read the usb drive. If you did follow all the steps correctly and it didn't work, then it could be because you removed the usb stick from the computer without first clicking on "remove usb drive" or "unmount usb drive" from the right hand corner of your task bar. One thing this video doesn't show is that. If you pull your usb stick out from the computer without first removing it safely as I described, you run the risk of corrupting your usb drive. Always, always, follow those steps to unmount your usb drive before just pulling it out. For any reason. You will get a prompt saying "it is safe to remove usb drive" after following that step. Hope this helps

Let me edit to say I've done more research since I made my original comment and I found out that you can get your saved data back from games if you have backed each games data up to the cloud while being a ps plus user. Which is stated on PlayStations website itself. As for videos and such, I'm not entirely sure since I don't make them, therefore the option does not pertain to me.
Before you remove the usb drive, be sure to right click on the usb and select 'eject'. Only remove from pc once it says it's safe to do so. This didn't work for me until I done this

If you **lost all your game data** and want it back after restoring your ps4, please read this comment! Just thought I'd put this in the comment section of videos related to this issue of the "safe mode loop". If you have to choose option 6 or 7 in the safe mode menu after pressing and holding the power button until the second beep, and your angry and frustrated about losing all your data, (like I was) there is hope. Number 1, you have to remember your PSN login info which is your email and password in order to sign back into PSN. Once you do that, you regain minimal data, like games or game info, trophies, and a couple other things, that will either automatically start re-downloading or you may have to manually re-download the games. Either way, you will not get your saved game data back. But again, there is hope. Assuming you are a PS Plus member, and have been, follow these easy steps and you'll have all your saved data back in no time (assuming you had auto upload on 😅) So, 1. Go to the ps plus logo beside notifications on your home screen and select it. 2. Press up and scroll to the right to the " ••• More" option and hit X. 3. Choose " Cloud Storage". 4. Choose the second option, "Saved Data In Online Storage" 5. Select "Download to System Storage" You should then see a list of your games. You can either pick the ones you want one by one or select them all by pressing the options button on your controller and choose "Select Multiple Applications" then choose " Select All" to your right. You'll then be asked if you want to overwrite your saved data. Choose "Apply To All" and click yes if the online storage date is older then the date you restored your ps4 (that is your old saved data). In a few mins, all your saved data from those games will be restored to your internal system storage. Yes, all the data! Hope this helps many of you get your saved data back. God bless 🙏
