No, being in the ocean in a boat when a tsunami hits the coast is one of the safest places to be. Which is why you see so many boats head out into the ocean when a tsunami is incoming.
If you get enough notice to get the boat moving, GTFO from any harbour. Look at any video. a mile of so off shore and the wave is negligible. Once you are out of shoal water you are fine.

A fishing boat that moves at 12 knots is not likely to get out but it may have a chance if it gets out far enough to avoid most of the debris and can try moving out again once the ebb starts. I have a sailboat, max V is about 7 knots at full throttle. I'd be heading for the hills, but If I had my buddie's cruiser, I'd give it a go. Most of the harbours in Japan appear to have had between 20-45 minutes warning. Pays your money, takes your chances. Besides, look at all the video. A lot of boats of all sizes did survive.
That doesn't seem like a very safe place to observe a tsunami. Hindsight is always 20/20 but they could have been swept out to sea never to be seen or heard from again. Certainly glad that didn't happen to them but they are very lucky it didn't.
