Nebulisers and steamers have different functions. The former breaks down water into tiny droplets to deliver it to your lungs, the latter moisturises your throat. Most medical advice that I've read suggests steam for the voice. Also, nebulisers can send something nasty into your lungs if you don't keep them absolutely clean.

A heads up - you're not actually supposed to use water in a nebulizer, definitely not tap, bottled, or distilled water. Sterile water may be ok, but to reap the benefits that steaming can't offer (particularly for singers), a saline solution is recommended. While both steaming and nebulising are valuable for singers, they serve different purposes. Steaming hydrates your voice externally (as opposed to drinking water, for example, which hydrates from the inside). It increases vocal fold flexibility, helps reduce hoarseness, can help thin out mucus, helps reduce tension (due to the heat), and there's no risk of lung infection because the particles are too large to enter the lungs. It can aid with vocal recovery after a long/high effort vocal session. Nebulising with a 0.9% saline solution (again, not just water) has been shown to decrease phonation threshold pressure (PTP). In other words, it helps reduce the amount of effort needed to get your vocal cords vibrating and producing sound. It's great before singing/performing, particularly if your voice is feeling a little less responsive. Like steaming, it also assists with surface hydration. The particles, however, are smaller and reach deep in your airway, so it's really important that you clean the nebulizer after each use to ensure it stays clean and your lungs stay healthy.

@karly_epp Is there any particular Nebuliser you would recommend? Many thanks!

Drinking water hydrates your vocal cords systematically not internally, meaning that it hydrates your body first, which then hydrates your vocal cords. Drinking water cannot directly hydrate vocal cords since water goes through the oesophagus (where food goes), and not the trachea (where air goes, and where vocal cords are). So yeah, drinking water to hydrate the vocal cord is a total myth, even though it's still good to drink water.

I don’t know what your situation is, but I feel like you could save some money and just steam some water from the stove. Wrap a towel around your head and the pot (cover them together with the towel so the steam can’t go anywhere but to your face) breathe in the steam for 15 minutes. Has cosmetic benefits too.
If you want something more frequent and convenient, then this guy has some good products. But if you want to save some money, you can probably just use steam off a stove and maybe get creative with filtering the steam to go directly into your nose.
