The beef would not be cooked. The beef would have a fatty stock. To cook the beef all the way through it needs higher heat and constant stirring, which means the wrap would be either burnt or broken up.
Don't risk illness and cook the beef first

All that needs to be done, after this masterpiece is created, pop it in a 375 degree oven for approximately 45 minutes and remember, DON'T heat the skillet when you build this so you won't burn your tortilla. It is a beautiful recipe, they just forget to tell the reader 2 basic steps. I am so glad so many of you caught the oversight!!!!! Comments of an ex-master chef. KLW

You can absolutely cook beef like this. Why could you not? You don’t have to turn meat and churn it for it to be cooked. It just has to come to an internal temperature of at least 135 longer for less pink. But once it reaches that internal temperature in the middle with a temperature probe it’s perfectly safe to eat. Yes cooking like this will make the tortilla greasy but as long as you get it that temp it’s fine. You could do the meat like a pancake first then drain then add tortilla. But you can cook it like he did with the right temp. You learn the more years you cook.

The concept and arrangements seems very interesting 👌BUT I am afraid this method only gives us steamed meat and raw onions in it ‼️
One of the very first thing we learn in culinary School is “ No colour No flavour “ in order to achieve this goal we need Maillard reaction products (MRPs), chemical reaction between amino acids and reducing sugars to create melanoidins, the compounds which give the meat a distinctive flavour and unique colour
also improve the umami taste, overall taste, and mouthfeel of peptides.
So I would sauté and cook the minced mixture ( also browned onions not raw ) and do the rest of layering.

Brown the beef first! Drain the juice, transfer to bowl then assemble this and cook with the tortilla and cheese and second tortilla and tomato and more cheese.
Also could just ditch the tortilla, add cooked drained seasoned beef (paprika, chili powder, cumin or just pepper and salt if you don’t want as much flavour from spices) to washed and dried lettuce (chop up then rinse the lettuce in colander and spin in salad spinner is fastest way) then add chopped tomato and some cheese, if needed add some salsa, sour cream, avocado.
Less risk of the meat not being cooked properly! ❤
