Verify your oven temperatures are correct. Don't believe the dial. Use a separate thermometer to verify. You might find the oven is not getting not enough. Also, make sure the cookie sits on top of the peach filling. If the cookie gets wet, it won't brown. As it melts it tends to sink in to the peach mixture. Another thing to try is cook it closer to the flame.
