I used to live on the streets of Portland myself in 96. I had a drug problem but I got myself off the damn streets a long time ago and I got rid of my drug problem as well. I understand some people do not do drugs, but I see over and over examples of people who do not want to get off the street, and I do not feel sorry for them. However I do you feel horribly bad for the pets that you dragged into this situation. Those four animals have to put up with the heat and the crazy people and your drug problems and behaviors, the filth, the lack of veterinarian care lack of good food and it's wrong and it shouldn't be allowed to happen these people who want to live on the streets should not be able to drag a dog or a cat or any other animal into it period. I'm not talking about people through no fault of their own that have lost housing, I think they should be able to hold on to their pets for a minute while they get back on their feet. The drug out people who want to stay on the street should not be able to get and possess pets!!
1 billion spent by the county in 7 years to solve this and they've made it worse. Oregon is a big state, you could have put these people in large campable spot, provide food and water, bathing facilities and it would cost a fraction that's been wasted.

Camping bans will force people to sleep somewhere other than public sidewalks, parks and private business lots. We could offer a locker at Blanchett House and other key locations, not give homeless the "right" to sleep in the path. Give people places to help with stability. There is no security in tolerating/enabling failure. We need smaller shelters with night staff, able to refer people to appropriate social services: not more comfortable sidewalks.

Some people who had been beaten so badly on the streets did not know where they lived after a hospital stay or illegal incarceration. Fine of $100 sent to where, their address? Followed up on how? A second notice sent first class? Jailed and then sent where? A shelter? Pandemic is OVER, so temporary unrestricted camping rules in cities must come to an end all over Oregon, Washington and especially California. We need numerous transition programs up and running to help people to return to normal living/working to support themselves. If someone can't support themselves anymore due to a drug problem or mental health issues, this section of the population may need permanent care in an appropriate facility.
