I worked for an Albanian property manager in New York, and he explained how they make it work. They have a big extended clan, and one of them is the designated bruiser who uses force to drive bums away. Then there are other relatives whose job is bail bondsman for the clan. If a bum shows up, that bum will have a mysterious "accident" and be "persuaded" to leave. If one of the clan has to throw punches and gets arrested, they have a lawyer on retainer. So if Albanians or Macedonians, or Greeks move into these properties, the "homeless" will start to disappear.

@floridaviolets9601 Who runs the City council in Tampa? I live in Gainesville and I can tell you, we have a way worse homeless problem than I have even seen in Orlando or Jax. It can all be pointed right back to the city government not enforcing laws and underfunding the police (Just guess what party runs the city). Gainesville PD is 80 officers below what they should be at because of bad leadership, low pay, and a city government who ignores the homeless and out of control petty theft (car break ins are a constant here).

He said "No don't do that" but he told me when no one was around, you could move the tent off of your property. So early one rainy morning I did just that. I then put signs up and of course they have been taken down since then, so I piled a bunch of brush and logs there to stop this nonsense, and A few days later I noticed his stuff had been pickup. People are literally talking about somebody finding a little spot to themselves and the owner of the abundance of land didn't even notice they were there and some of you people are trying to justify ways to murder them for it. I’m not saying everyone who’s homeless has issues, but I’ve noticed a lot do. They could be murderers themselves who knows? That said, these people need help and sneaking into someone’s back yard who might have children around, starting fires and doing all that weird stuff is not the right way to get help. The term “killing them with kindness” comes to mind. My dayghters lives in a small suburbs city outside of where I live. I have yet to see a homeless person there. The average home price in her city is $675,000 which may not be high in California but here it will buy you a big luxury home. It is one of the reason that many California companies have moved their headquarters there. There us very little crime and has a visible police and fire department. I get the city's newsletter and it's a great place to live and to raise children. Because it had a wealthy tax base the city can build new schools, that are the best in the area , provide all needed social services , hire enough, qualified police fire department as well as other programs for adults and children. I volunteer at a large homeless shelter downtown.. I only see panhandle at the street intersections by the toll way. In my area of the city. Time and time again, these uneducated cops call this a "civil matter" so that they do not have to do anything. Trespassing is a crime; vandalism and arson are crimes. Cannot understand why a property owner cannot order anyone off their property-pronto. In many parts of this country, if a person steps foot onto private property, they are rendered unable to take a step back. Sounds tough? Cruel? See if you like having someone in your dry wheat fields who could start a fire; see if you like your livestock stolen or mutilated; how would you like heavy, very expensive machinery vandalized? Same goes for a property owner in the densest city neighborhood. No trespassing. Very simple, cops and judges.

However, the area was rubbish free, areas were set aside for vegetable growing, no weed growing or anything like that. They were just a family that fell into hard times and needed to set down roots. They were intelligent and caring of their family. The land wasn't something I used much, so I let them stay. 6 years later they are still there with no problems. Every month or so I get a massive basket of fresh vegetables, some trout from my stream and a help to maintain my properties main garden when needed. I actually enjoy meeting up with them. Their two children are well educated and polite. So basically they are the perfect neighbours.

      And you know that "how"?
It doesn't take a rocket scientist to figure out that when home and rental prices shot up much higher than the general inflation rate, and too little affordable housing is available, homeless increases.
Obviously, ignoring the problem hasn't worked.
Draconian anti-camping laws will only result in courts, prosecutors, public defenders, prison and forced mental commitments. They would prove *far more expense* to taxpayers than ignoring homelessness is now costing us.
      _What will work?_
*Many more affordable housing units made available.
*Many more emergency housing options than currently exist.
*Sanctioned outdoor camping areas for those who will not agree to inside shelter rules.
*Readily available and affordable mental health treatment and drug addiction treatment. Job training and placement are also needed.
While I don't contend that implementing the above would stop ALL homelessness in Portland, I know that these measures would drastic reduce it, and, as a bonus, these ideas would cost LESS to taxpayers than ignoring homelessness has cost us.

This isn't a squatter's case, where the squatter can pretend as though they have a lease and it's up to the courts to decide. Obviously if you have a tent and are living in my backyard, you have zero rights to that and I'd think that any sensible solution would be 1. removing the person right then and there and 2. if you show up again, throwing that person in jail preferably for a long period of time (like a year) so that they're smacked in the face and get the fact that they need to find other options and stealing space from someone's backyard isn't one of those options!

You or your family must not have ever had the experience of dealing with a "homeless" loved one. Family members do not "refuse to help there own". They refuse to further finance their loved ones' road to hell for them. Families and friends have done all they can and more "to help there own". They are not selfish. The public and state officials have done all they can to "take care of these people." They are not "ignoring the issue."
Do you understand the issue? These "homeless" individuals have chosen to be because of their life choices and the lifestyles associated with it. They refuse free room and board for more than a few nights because it isn't conducive to their life choices and lifestyle.
