I think many commenters are blurring the line of "cool" and "badass." It's a fine line, but in this case, should not be crossed.
Cool = laid-back, popular, generally well-liked, sometimes suave.
Badass = Good fighter, sarcastic, general kicker-of-ass.
Tarantino's characters really aren't "cool," they're badass.

Not gonna complain about the decisions but if I was to improve this list, I would definitely add; either Jules or Mr. Wolf from Pulp Fiction, any Clint Eastwood Character (preferably Dirty Harry or Man with No Name), Cool Hand Luke (coolest Newman performance IMO), any Marlon Brando character (preferably The Godfather or A Streetcar), Captain Jack Sparrow and even Indiana Jones is the HM. I would maybe add Bruce Lee from either Enter or Return/Way the Dragon (I mean he beat Chuck Norris in that movie). I think the title should have been Top 10 Coolest American Characters. I mean there are no foreign movies (unless you count James Bond). Just my opinion.

Of course it's just my opinion and of course it was a Little Bit ironic, but in a way it's true.
I mean, I don't know, if you know many german films, but it's the truth, that even if we've got a few good movies in here, we ain't got any cool movies or any cool movie characters! To be fair, there was a pretty cool movie This Year, called WhoAmI, but the only reason this movie was cool, was the fact it felt so american (check out the international Trailer with subs!) and it was very very similar to Fight Club!
I guess that the language is the major problem of foreign films! For Example: "Good Bye!" sounds so much cooler, than "Au Revoir!", "Auf Wiedersehen!", "Adios" or "さようなら"!
So what I want to say is, that English is one of the coolest languages in the world and that in the most cases american characters are that much cooler than any foreign character, mainly caused by their Voice!

Like Driver in Drive, John McClane in Die Hard, Clint Eastwood in any Spagetti Western, or Captain Mel Reynolds in Firefly, though he was better in tv series, or even Aragorn, Rick Deckard, Martin Blank in Grosse Point Blank, Katniss Everdeen in Hunger Games, and Roy in Blade Runner. It is a very difficult thing to come up with the best choice of anything. Undoubtedly these were some very good selections. Maybe sometimes it can come down to the narrative in a person's head when they are in a certain moment.
Like when you become Steve McQueen when you are driving a sports car fast.. or when you are running up steps, you become Rocky. Sometimes you can get Freeman paracusia..when the narrative in your head is in the comforting voice of Morgan Freeman.
