This seems more like an oil leak fix than a "rebuild". The surfaces that score and wear havent been reconditioned or replaced. A vacuum pump that locks up causes serious damage. Seems like a replacement is better insurance than an o-ring kit.

You tube watchers, don’t do this thinking you rebuilt your pump and are good for another 100K miles. This is merely a reseal - oil leak fix. The coupling shaft bearing can fail (mine did) and it will stop the exhaust camshaft possibly causing catastrophic engine failure.

In what circumstances would I have to buy a new vacuum rather than just cleaning it?
The most common reason is if you break the plastic vacuum port off. Rarely do these fail internally. Most internal failures are a result of poor oil change regimens causing blockage of the oil lubrication port.
Can I ask what type of cleaner you're using?
Its just brake parts cleaner than can be purchased at any auto parts store.
