I'm not even a big fan of Superman, but this story is absolute peak comic book writing. It presents Superman with a serious issue that he can't solve with his powers alone (which is the biggest challenge in any Superman story). Instead, he has to prove why he's right and they're wrong, and not only show them, but convince the entirety of the populace that his way is better. Which he does, brilliantly. If anybody ever needs an indication of what Superman can and should be at his best, this is the story to read.
This is what makes me adore Superman. Even as someone who supports the death penalty in real life I will never understand people who want Superman and other idealistic heroes to be grittier, darker and meaner. Because in the end the idealism is exactly why they exist at all. The core essence of the superhero fantasy is the idea that truth, hope, honor and righteousness will always prevail over their negative counterparts. Superman above all others embodies it best because of how overpowered he is in comparison to your average human and more importantly how he leverages that gap in power. Superman COULD just go around breaking into places where believes or even outright knows that crime is happening. But he doesn't because that'd be an invasion of privacy and destroying people's property. Instead he works with the public and government to get evidence. He's essentially an unofficial deputy to the MPD. That matters so much because it shows that the world doesn't helplessly lean on Superman to solve their problems. Their system is already one that works and if it or the people who run it start to err Superman and his regular human fellows will hold the system accountable to its own rules. Above all, despite his alien origins, Superman really is just a guy from Kansas who loves his fellow man dearly. And wants to do nothing more than to use his extraordinary gifts to help everyone he can. To make the world a truly better place.

If I’m being honest, I think the best portrayals of Superman are the DCEU version, the SVTE version, and the MAWS version. The main factor (At least for me) is that they all have the same key traits: They want to use their powers to help people. That, and the Elite and MAWS versions of Superman and Lois are ADORABLE together.

Back when Joe Kelly had amazing ideas at DC Comics while writing Superman and JLA in the early 2000s, I wonder what made him lose his standard quality when he started writing Supergirl and Amazing Spider-Man?
I'm always really shocked now when I read or watch something good made by Joe Kelly because like you said his quality had dropped off since! his spidey feels so devoid heart, yet this superman story is one of the best around?!
The Supermans comics answer to the nihilistic, pessimist and cynism viewpoints of the modern era. Actually dare i say as far back as post 2000 era or even the rise of anti heroes. Ive grown up always loving Superman. Prefered him to Batman in every way and media even the animated series. I was attracted to the literal Day/brightness as opposed to the night batman represented. As i got older, i was astounded by "superman is boring" crowd who saw nothingg but his powers. Injustice in my eyes was cool for a mere moment, but for people take that and say thats Superman, is bullshit and annoyed with that iteration bleeding on his true legacy.
