It's a shame that we didn't get a version of a Gotham Knights game featuring or at least included these characters. It could have really set it apart from the Arkham series while painting Gotham itself as a very colorful place that exists outside of just Batman's influence and show how much work it takes to protect the city.

Besides what's been mentioned, there's Edge. Yes, his name is Edge, yes his superpower is being covered in edges, yes he wears leather. Then New Bloods were shamelessly edgy like that (pun intended), but Edge himself is relatively wholesome, though he didn't really doo too much.
Everything aside, I think that Ragman story was easily the best of these in terms of actual integration. You not only have a sensible villain that isn't some weird overpowered secret society that Bruce somehow NEVER detected. But you also seem to have him actually being on the trail, just a bit late as he's not directly involved as Ragman is. I kinda get that they can't do that type of meetup with every vigilante who gets their own series, and it would probably undermine it alot. But it really just always calls into question why the hell he's not anywhere near these conflicts considering all of his resources.
He does with in the shadows. Maybe he watches but doesn’t intervene to see how they handle themselves and if they’d be a possible ally or just a protector in his absence. Gotham is a big city after all
I like Whistler. I imagine Gotham dogs are probably as tough as the humans of the city. There could have been some very interesting storylines involving dog-afflicting diseases; mad scientist experimentation; actual werewolves; demonic crossbreeds from all the hellhounds summoned by insane cults; and run-ins with packs of hyenas that have formed from The Joker and Harley losing their pets (Bud and Lou) every time they get dragged back to Arkham. She could've been DC's Squirrel Girl with the right writer.
Simon Dark doesn't get enough love. I've had so many disappointments over people not having even heard of him that I went into this video expecting you to list everyone but him.
Honestly all of these gotham centric heroes could easily form a new iteration of tye outsiders insead of a seperate team their a network of gotham based heroes think the shadow's network of agents helping him with intel, surveilance transport etc. Some of them even teaming up with members of the batfamily on ocassion. As for the numerous undisclosed secret sociwties controlling gotham my take is the the court of owl either infiltrates said organizations or allows then to exist in order to keep the bat distracted from their activities.
Now I need an alt universe comic where Batman dies before he's able to create the Bat Family, and so instead the city needs to be cleaned up by all the Gothamite rejects teaming up instead.
I didn't know about Whistle, but I really like the idea of a hero with a janky power, not too much in the way of resources and problems in their personal life. This is a person who has to get really creative to save the day and since they're not in a position to deal with a world shattering threat, it gives the creative team more time to go into into character development stuff.
I mean, Jason Blood actually lives in Gotham. Presumably any supervillain that attacks the City without the Batfamily there is gonna get an Etrigan to the face in short order. . .
Duke Thomas (The Signal) is one of my favorite members of the bat family. I think he under utilized and relatively unknown. I hate how many comedy sketches have Alfred fight for baman during the day even after we have this perfectly good character in need of more development.
Ngl, I could feasibly see Ragman and whistle team up to take on whoever in gotham. Ragman is the powerhouse, Whistle is the brain and tenatious mascot that can bring him back from the brink. A less balanced duo than batman and robin, but with the possibility for just as much depth. You could even make the balance grow over time by expanding her powerset; maybe whistle can gain a stricter control over animals over time, something like skitter/Taylor Herbert from Worm. Another idea for expansion is that she can soul bond with a certain amount of animals over time. A dog gave her control over dogs, but then maybe she does so w/ a pigeon and gets the powers of gliding, or speed (but like her arms have to be tucked or smth quirky), or a squirrel and etc
If I had the power, I would put all these heroes together and make a team. I would make a story about how they have to solve a murder mystery, the murder of Batman.

Dang you could totally make a team up for these guys when Bruce is away saving the world, most of them have similar styles and abilities but also cover their bases quite well, could definitely use some extra padding and maybe a strong headliner but there’s totally a workable team here

Won’t lie, I love how The Creeper’s insanity is expanded upon in future DC comics! Even the New Batman Animated Series adds this change by letting some of the Joker Chemicals Change him! These changes make him far more interesting!

Watching your video, I noticed a panel where the creeper is going “maybe if I walk like this it’ll confuse them,” and that totally reads as the writer not knowing what to do with the creeper all hunched over so he just wrote “maybe if I walk like this it’ll confuse them.” That’s toooooo funny
They actually did something with her a couple years later in Future State Gotham with a potential future successor character named Hunter Panic but that's it Unfortunately for me as the world's only Shade the Changing Girl fan the only non-Doom Patrol Young Animal book to really have any lasting impact on things around it was Far Sector, which is great, I love Far Sector, but I would like another Shade book eventually
