Well, most of the monsters appear to just be going on a rampage. Robo-47 was fighting alongside the military to protect the city in Gambler's Gulch, and the other Robo-47's were fighting the spaceships in the Baytown stage, so we know they are protecting Earth. I think the Ultra V's are defending the Earth, even though they might not be defending the humans as evidenced by Ultra V going rogue in his origin video. Finally, Cyborg Congar appeared to be defending Metro City in that level, so presumably he is also defending Earth.
