But, doesn't it happen on average, every 18 months? Where does the 400 years come from?

You're right that total solar eclipses happen somewhere on Earth about every 18 months, thanks to the Saros cycle. But when I say it happens “almost every 400 years,” I mean that's how often a total solar eclipse is visible from the same place on Earth. The path where the total eclipse can be seen is quite narrow, so it takes a long time for the cycle to bring the eclipse back to the exact same spot and along the same path. That's why, while eclipses happen fairly often around the world, any specific spot on Earth might only see one every few centuries.
