One thing Chibnall really gets right is the threat level. Permadeath of main characters is a thing for the first time since the remake began and it really feels that any moment could give us a new Adric ending,
I love this story. It starts with more domestics, but the setup definitely has payoff with Ruth and hubby Lee, and with the wondefully-realised Judoon.. Questions do remain about Lee as it sounds like he's a Time Lord too... The subtle visual cues of Ruth's flrst are a giveaway in plain sight, but it just seemed like art deco... until the reveal. The fire alarm is perfect as it's a failsafe as it ensures she would not he trapped forever as it eould he used or dismantled if the structure was taken down. Gat is a wondeful villain. Ruth is freakin' awesome, as chameleon persona and THE DOCTOR! ❤ Jack's presence could have anybody, but his cameo sorta works. Doubly so to throw people off the reveal. Loved Ruth Doctor's sonic screwdriver line great, as is her confrontation with Gat with 13 watching. A later story is contentious among fandom, but knowing how the 4th and 7th Doctor eras were hinting at more but not realized back then, my only gripe is too much exposition applied to what is (IMHO) a good idea. But that's another story.
With season 11,12 and 13 you either love it or hate it. Wasn't overly popular with some fans, did have some interesting episodes, Fugitive of the Judoon is one of them, I also prefer Ruth Doctor.
Bad news I'm afraid. That wasn't the real Captain Jack. It was computer generated. There is a slight chance I made that up. Very Good Reactions to, in my opinion, a Good Episode.
