Not the way she's doing it. The tip of the catheter is put down on a surface when she applies lubricant. She also handles parts of the catheter that are going to be within the urethra - a possible vector for infection. There are better catheters available that are of a 'no handle' type and are pre-lubricated. I also squirt 6 mls of Instillagel (a gel lubricant, disinfectant and light anaesthetic) down my urethra before insertion.

she is supposed to keep the catheter in the plastic bag to keep it sterile and use clean technique when only handling the catheter in the plastic bag

Do not follow this process. The are risks due to several errors in the process.
