If i've learned one thing about a covenant weapon going red, it's that it does more damage but overheats quicker. Maybe they expire quicker, since it's an assassin mission and you're supposed to be stealthy, but you need that armor penetration.

If we're talking about a unit that's better, I'm not sure if there is, but as for individuals, then I can assure you that several of the more notable arbiters are stronger than any silent shadow, you can draw plenty of parallels between the Silent Shadows, and the HeadHunters, yes HeadHunter squads contained some of the best spartans, but several spartans are better than anyone who's ever been a headhunter, with the Master Chief being the single best spartan in existence. As such several arbiters such as the one most featured in the Halo series, along with two others that I can think of, those being the Arbiter from Halo Wars, and the Arbiter from Halo Legends (maybe also the guy the Arbiter from halo legends was fighting, cannot remember his name, only that he was a bastard). The reason being is that until the Arbiter from Halo Legends, the title of Arbiter was a badge of honor, given to the best, however it became a mark of shame because the Arbiter from Halo Legends defied the prophets. Afterwards each new arbiter was sent on missions that were basically suicide missions, they didn't care if they made it back or not, as such many would meet their ends on such missions, but those who survived and kept surviving only became stronger for it. As such any notable arbiter would have to be one of the strongest elites of their time, just due to the nature of their missions. The Silent Shadow are probably the best unit the elites have, forming the strongest teams that account for a bunch of successful missions, but any single shadow, wouldn't match up with the strongest of arbiters. Though this issue is not gonna be given a definite answer due to how debatable the subject is. I believe that the arbiters have the strongest individual elites held within it, with the Silent Shadow being the best outside those instances, and being the best overall as I'm certain many arbiters didn't make it back from their first suicide mission, and some of the old arbiters are a bit of an unknown, but we do know that arbiters of old were given the title for being worthy of it, so again best is debatable.
Am I the only one to think that 23 billion people isn’t that many for a future where we span the galaxy across planets and space stations? In the real world we have like 6 billion people on the planet. Just seems there would be way more people if we were colonizing other planets. And I know they didn’t kill all humans but they make references like they were close.
Enoch Menor he's introduced in Halo Wars 2 as a secret enemy faction that somehow found the Ark and has a military force superior to the Covenants and is introduced Harry Potter like as the Brute who defied the Covenant. And the Covenant couldn't touch him, even with them being able to glass planets from orbit
