Uvalde shooting: Police bodycam footage shows moments when law enforcement entered Robb Elementary

  • The City of Uvalde released edited bodycam footage from seven different law enforcement officials on Sunday, highlighting the confusion and inaction at the scene.
    In total, 376 law enforcement officers - a force larger than the garrison that defended the Alamo - descended upon the school in a chaotic, uncoordinated scene that lasted for more than an hour. The group was devoid of clear leadership, basic communications and sufficient urgency to take down the gunman, the report says.
    Notably, the investigation is the first so far to criticize the inaction of state and federal law enforcement, while other reports and public accounts by officials have placed the blame squarely on Uvalde school police Chief Pete Arredondo, for his role as incident commander, and other local police who were among the first to arrive.

    As a Combat Veteran this is infuriating to watch. How was there not a single officer with the courage to move towards the threat? You all let those precious little ones down in the worst way possible. Just standing around gripped by fear, waiting for backup when back up was standing right behind you! All while wearing bullet proof gear with more than enough firepower. Those kids and teachers had absolutely nothing to protect them. Not even you all that just stood around in the hallway, while the police chicken in charge tried to negotiate with that lunatic. I’ve been to war and in hostile environments and gun battles so I know what it takes. You move forward at all cost. Relentlessly. You all had everything you needed to get the job done. It’s so sad to see none of you had the courage to protect those innocent lives. It really is. What a disgrace to the uniform.

    As a retired Corrections Lieutenant, this is appalling. You always run towards the danger. Fear isn't a factor if your in that mode. This makes me sick. Those poor children.

      Our mentality was, even if you're the first one on the scene, you knew more were coming. This was Holmesburg Prison in Philadelphia where I started. 120 inmates on an open block. You could hear the rumble of officers running whenever a whistle blew. And that's all we had, a whistle. So I personally don't get that they were scared.

      Exactly! And we knew we were outnumbered. In this case, the police outnumbered the shooter. So what gives? Make a quick plan and attack. They had to have taken this in school or at least had updated skills. In the Corrections field, our skills had to be updated every year back at the barracks.

    As a 20 year LEO and instructor, I am sickened by ALL of the officers/agents lack of action while on scene. We are trained specifically in an active shooter situation to go after the stimulus (gun fire) and put down the suspect. Period. It doesn’t matter if you are by yourself or with a team. What I saw was complete confusion and cowardly acts by the brass on scene. No one stepped up, put their foot down, and took action by leading the way into that school like a true leader.

    The sickly sweet tone of voice the officer used to negotiate with a child killer is infuriating! He sounded like he was trying to convince 90-year-old grandma that it really was safe to unlock the door, that they really weren’t bad guys, you are safe honey. Disgusting.

    As a combat vet and someone who used to work closely with law enforcement, negotiation went out the window the moment he opened fired in the classroom. In search and rescue, we have this thing called the golden hour where an individual fatally wounded has an hour to get the proper medical treatment they need to survive. It only takes approximately 5 minutes for anyone to bleed out from a gun shot wound. I'm pro law enforcement, but there was no excuse here at all. NONE!

      The sad and terrible truth is that they can't held accountable. The way the law is written, they are not legally obligated to save a life. They can if they choose to, but if they do not, there is no legal action anyone can take.

    From the moment this happened they have repeatedly lied and changed their story. The police and the city officials can blame whoever they want but, it will never change the fact that they stood there while children were screaming for their lives and being murdered. They show a greater sense of urgency during traffic stops. This was an absolute failure on their part and the parents and survivors deserve nothing less than complete ownership of their failure and refusal to act. So heartbreaking and soul crushing. Reading about the child who covered herself in her friend’s blood to save herself wrecked me. We need to do some serious soul searching as a nation.

    Hearing children that young scream in terror before losing their lives? Scared or not, how could you just stand there and just listen?       Do some research, there have been supreme court ruling proving and stating legally the Police have no legal obligation to save your life and or risk their own. You need to get a conceal and carry pistol permit and start carrying daily. Defend yourself and your family and loved ones.     As a former security forces vet, I’ve seen some incompetent officers trust me. However, I’ve never seen such coward and confused behavior from an entire department. Every single one of those officers should be held accountable and charged with negligence and refusal to perform his duty. How disgusting is this?! You notice the eyes on every officer in that school? They were terrified, confused and had no idea what they were even doing in there. They looked as scared as the children and that’s absolutely unacceptable. Those children deserved heros and instead got a tag team of incompetent, untrained cowards.

      Same here. I've been on some critical incidents where one or two officers froze up or didn't really perform, but I've never seen a large group like that just totally shut down and fail all together. It's disgusting and sad, and embarrassing, but it's also very strange.

      SCOTUS ruled that neither the Constitution, nor state law, impose a general duty upon police officers or other governmental officials to protect individual persons from harm - even when they know the harm will occur.
      Police can watch someone attack you, refuse to intervene and not violate the Constitution.

    In this newly released report we now know that near 400 officers from over 20 different state and federal agencies responded to this active shooter incident, yet no one breached the classroom doors or windows to neutralize the suspect until after he had shot and killed dozens of children while they waited in the hallway for well over 1 hour.
    This is dereliction of duty on the largest scale ever seen in US history. The level of incompetence of leadership is mind-boggling, the height of cowardice is incomprehensible as the report states that officers put their safety above the lives of those they were sworn to protect, thus they contributed to the murders of these children and teachers. Therefore they must be fired and charged with negligent homicide.

    If you chose a profession as a police officer your duty is to protect and serve. You know that you could end up giving the last full measure of devotion in the line of duty, and you signed up for it. Courage is not the absence of fear but rather the choice to rise above it, and if you’re not prepared to be brave and serve your community in the face of a terrifying situation like this one, you are not cut out for the job. A mass shooter is not going to have the mindset to respond to a cop talking to them like they are a little kid throwing a tantrum. Every minute counts in these situations, inaction could cost another life, and yet they stood around in bulletproof vests and did nothing for an hour.

    “Stop the killing. Stop the dying”. That’s what is trained to all officers in active shooter situations. You charge the shooter instantly & end the threat. If you give your life trying to save children, so be it. Yes, risking your life is asking a lot but it’s the job you signed up for. Now I do a job that has taken the lives of many in my field, severely injured me & many others & puts my life at risk multiple times every day. Am I fearless? Nobody is truly fearless but when it comes to doing my job I don’t think about the risk involved. I just do it because it’s my job. It’s the job I chose to do, knowing the risks. I’m not running into gunfire but other peoples lives rely on me doing my job correctly & not letting fear overcome me. Nobody can say what they’d do in the situation those officers were in until they are actually in it. I’d like to think that if I was trained like them & a vet like I’m sure many of them are, I’d be able to face my fear to go save innocent children being shot in the next room if it’s the job I signed up to do. I am curious how you see it being the parents fault tho. Because they put their children in public school? Humor me

    First examine the Robb Elementary hallway footage for the day of the Uvalde event. This was the video released to the public by the Austin American Statesman and KVUE 12. Go to about the 7:05 mark of the video (11:35:05 time mark for the time of the day) and watch for the next 5 seconds. This is a few minutes after "Salvador Ramos" has entered the school and gone into the classrooms. Watch near the top of the screen. Where does the shot emanate? Notice the delay between the sound of the shot and the puff from the door/wall. The door is to a janitor closet that has no access to the adjacent classroom (room 112). Puzzled yet?
    Now examine the footage for officer Justin Mendoza's bodycam. Go to about 48:00 mark (12:21:00 on his bodycam) and watch for the next couple minutes. Why is there no visible damage to the door or the surrounding wall? Another good view of the door is at the 52:29 mark and a really good one at 55:22. Later, in an exchange with game warden Gazaway (12:29:56-59), Mendoza says that the door is to the janitor's closet. This is verified by the floor plan released by the Texas House investigation. Around 12:32:26 (body cam), Mendoza alerts fellow officers that he has a hot mic.
    Investigators, please investigate.

      Police can watch someone attack you, refuse to intervene and not violate the Constitution.

    As a parent (but even if I wasn’t), this is extremely infuriating. These cowards do NOT deserve the title or honor of first responder of officer, and their names should be released and remembered as a list of cowards and those who failed the people of Uvalde. I would be embarrassed if I was related to one of those selfish cowards.

    There is no negotiation, you are trained to engage, find, and eliminate the hostile target at all cost. We can't bring those babies and adults back! What a shame to know that those who sworn to protect and serve ran 🏃‍♂️ 🏃‍♀️ instead of going to the target to save lives at all cost. Sad!!!! They all need to be prosecuted for failure to carry out a sworn duty under oath.

      They treated it as a barricaded gunman. The police chief just isn't a trained negotiator, luckily my city's police department has dedicated officers for hostage negotiations like this.

      The police’s inaction is hurting the children. If the police just rush in and confront the killer earlier, many of them could have been saved given earlier treatment, and some could have avoided extra shots to death during the 45 minute long wait.

    I watched the school video. So what's the point of having cameras if they're unattended? The shooter walked a whole football field long land to enter the school and he wasn't hiding. Yet he walked in and started shooting.
    And then all those cops just standing around and ONE approaching the shooter but running back??? Trying to negotiate???
    100 Trained men couldn't handle ONE 16 YEAR OLD???

    Group mentality stop these fools from going in. Eventhough some of these cops felt it was wrong not to go in, they were reassured by having other cops around them doing nothing too.
    Im pretty sure if there only 1 to 3 cops there, they would have gone in.

      When you have formal training it's even more odd. An active shooter doesn't get to call a timeout. And even if it's a barricaded suspect the moment one shot is fired they're supposed to be a plan in place for a hasty assault. I honestly wonder if somebody paid these people to stand down because it's just so odd and against police procedure.
