That is the reason that Police can photograph the interior of a car with a speed camera device and look inside through the windows without breaching privacy legislation.

I think it's deeper than that. They know how they behave & work is often unfair and problematic, filled with errors in critical thinking and using their subjective opinions to make many peoples lives worse. And that's why they don't want their cars on video, because they fear retaliation. But if you've done nothing wrong why would you fear retaliation?
