USA has 2 ice breaker ships. One designed for the great lakes. The other which had a recent expensive refit is primarily used as a science vessel. Russia has multiple recently built nuclear powered ice breakers capable of supporting commercial and naval shipping.

A portion of this might conflict, but certainly would interfere with any moves Canada might make in the future to reinforce its sovereignty in the Arctic. While this is an obvious abuse, it’s likely the US will get away with it because of its control over the Arctic Council. The US move has already been denounced by Russia and China. This would be a good addendum to add to the program.
