Inside the Deadly Waco Siege Negotiations | I Was There

  • The Waco siege of 1993 started on February 28th when the ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) began the stand-off with the religious sect, the Branch Davidians. The group was led by David Koresh, whose birth name is Vernon Howell. The Branch Davidians, consisting of 91 members, including 25 children, resided in a compound east of Waco, called the Mount Carmel Center.
    Under the suspicion of stockpiling weapons, the ATF attempted to serve search and arrest warrants. Having been warned of the raid, the Branch Davidians were prepared. This initial gunfire battle resulted in deaths on both sides (4 ATF agents and 6 Branch Davidian members) prompting the FBI to become involved. For the following 51 days, the Branch Davidians and law enforcement were at a long and gruesome stand-off, tragically resulting in a fire that took the lives of 76 members.
    In this episode of "I Was There", VICE meets with Byron Sage, a retired FBI agent, who was one of the lead negotiators during the Waco siege of 1993.

      @@markman6105 If they wanted to arrest them for that or any other reason, they could have arrested the leader whenever they wanted; he routinely went out for jogs or to town for supplies. But nope, they wanted to do a siege and make a statement to play commando. And stockpiling weapons isn't a reason to kill two dozen children. Sounds like the other side deserved to be disarmed.

      Yeah, but the cult fired first. If the cult leader was a little bit more adherence to some kind of civility it wouldn’t be the way it end out. Plus, they were trying to rescue the kids. Like many cults, or strong religious law, unfortunately the young kids were being sexually abused or manipulative just like the adults who blindly follows.

    You forgot to mention that the ATF could have arrested Koresch in town on numerous occasions after they found out they were stocking up weapons which shouldn’t be illegal for law abiding citizens anyways

      It wasn't illegal to stockpile the weapons. It was the type of weaponry they were stock piling that was illegal. But I do agree, they had multiple opportunities to arrest Koresch in town, but I can only assume they were waiting to collect more evidence to convict him since they didn't have anything solid to convict him of child abuse or sexual misconduct.

    the ATF was the LAST law enforcement group that could be considered to pull this off. you have to be kidding. they also could have arrested koresh the month before this in town because he was walking around in town unarmed doing his shopping. what a joke.

      Yeah it was never about serving a warrant it was about trying to improve their image after Ruby ridge where they killed half a mans family over a short barrel shotgun. The ATF don't know how to stay in their lane and do their jobs there a vid of one ATF agent getting arrested by a street cop because of how suspicious he's acting and won't comply with the cops investigation. It came down to the cop actually tasing the ATF agent to get him to comply. The ATF is an embarrassment.

      ATF's codename for the initial raid was "Operation Showtime" because they thought by doing some heavy-duty dick-swinging they could fight back the growing sentiment on Capitol Hill in the wake of Ruby Ridge that they were out of control. Koresh had a cordial relationship with the local ATF agents - who knew that the BDs had an FFL firearms license - and in fact he went shooting with some of his ATF buddies shortly before the raid. ATF agent Robert Rodriguez, who'd been sent undercover to infiltrate the compound, tried to warn his superiors that Koresh had been tipped off about the raid. The Rules Of Engagement specified that the element of surprise was REQUIRED in order to execute the raid, but ATF higher-ups disregarded the RoE. Rodriguez advised that Koresh went jogging outside the compound every morning and that he could've easily been detained without any interaction with the rest of the BDs.

      No one wants to show the footage of the tanks ramming the compound which killed people because they were hiding at that place.
      But honestly, there is no heros in this raid, it was a tragic disaster, the victims were the children and the women who were repeatedly r@ped by their cult members, only to meet a fiery death at hands of a militarised raid.

      There is no such video, all the highest quality videos are released, there high quality press pictures of the tanks from the front, they have bulldozer blades on but there absolutely nothing that hints on there being a flamethrower, unless you can prove otherwise because this myth was literally debunked by third party who actually believed in the claim at first, but went on to disprove it.
      The flames you see in the picture is when the cult lit the petrol they had spread around the compound to destroy the tanks.
      The audio tapes recorded inside the compounds are also released, you can literally hear them talk about pouring gasoline. The fire also started predominantly in the second floor, which makes no sense if the tanks were to fire in the first floor why did the flames go to second floor? Thats now how fire works.

      That tank they show has flame thrower on it. The clip before that edit shows the tank blasting flames in structure. Starting fire. Vice edited it out.

    I worked with neighbors of the Branch Davidians. When this happened, I asked them what the "CULT" people where like. They said they never cause any trouble and keep to themselves. And this should have never happened, if they wanted Koresh. They could have arrested him on a Friday night in town. He always went to the open jam to play guitar. Janet Reno just wanted to make a name for herself. And unfortunately the children's blood is on her name.

      The cult was also amassing large amounts of illegally modified machine guns, illegally handmade grenades, and there were accusations of child molestation. they were also illegally in possession of .50 caliber Barret rifles. ATF had to go to the compound and perform a raid for the firearms and for the safety of the children. Koresh was having sex with fourteen-year-old girls. He had convinced his followers that he was the second coming of Christ, and that they needed to arm themselves to the teeth because the government was coming for them and it was going to end bloody and firey. People inside the compound started the fires, there are recordings of people inside saying things about pouring fuel and the tear gas was non-incendiary. I'm not saying that they did everything perfectly because they definitely did not. But public safety was in danger and Koresh was a manipulative piece of garbage.

      AG Reno assumed her position AFTER the initial raid. It was ATF leadership, who were concerned about losing funding or even their existence in the wake of the Ruby Ridge standoff, that sought out a target to reclaim credibility and basically survive as an agency. The codename for the raid was "Operation Showtime". The Rules Of Engagement specified that ATF needed the element of surprise in order to overwhelm the BDs and take Koresh into custody without incident. But their undercover man Robert Rodriguez was at the compound when Koresh was tipped by a mailman member of the sect who'd given directions to a TV cameraman who'd gotten lost looking for Mt. Carmel. Rodriguez desperately tried to warn ATF higher-ups that the element of surprise was lost and that attempting to execute the raid could lead to a bloodbath (which it did with ultimately 4 agents and 6 BDs dead).
      Reno approved the Day 51 assault but she was lied to about "child abuse" and an initial plan to release CS Gas (banned by Geneva Convention) slowly to convince the BDs to come out. No evidence of child abuse that would stand up in court was ever discovered (that doesn't mean it didn't happen) and the alpha-males of the FBI Hostage Rescue Team decided to dump the CS gas into the compound as quickly as possible. Numerous engagements prior to Waco followed a pattern: standoff - CS gas - fire - death, but FBI had NO contingency plans for the possibility that Mt. Carmel - a ramshackle building basically built out of plywood - could catch on fire.
      I'm no fan of Reno by a longshot but her only sin here was to gladly devour the bullsh!t she was fed by the HRT.
      One wonders if the "Day 51" that stands alongside December 7th and September 11th as an American tragedy would have transpired had not the AG nomination by President Clinton of Zoë Baird not been sabotaged by the sitting Senate Judiciary Chairman, a gentleman named Joseph Robinette Biden Jr.

      The ATF needed a reason to justify their existence. Congress was about to shut them down after Ruby Ridge. A local mail man filed a report that he found a grenade in a shipment going to the Branch Davidians. Instead of going through the legal system the government treated American citizens as terrorists.

      It was about Fund Raising for the ATF. Their funding was up for debate in Congress and it wasn't looking good for them. They needed a big, public score to assure their funding. Thats why the newspapers already had the story AS it was happening, and ATF showed up with cameras.

    I think a lot of people are missing the point of this video. It's not supposed to be an unbiased documentary on Waco. It's one persons first hand experience of an extremely volatile situation. And with every first-hand account, there is information that is missing (whether by intent or not).
    It would also be great if Vice was able to get an interview with one of the last Davidians in the compound. It would give insight into their thinking and interpretation of the events as well.

If there was any justice in this country, every government agent involved in this should not only have lost their job, but also had to spend life in prison with out parole.

    My dad knew David Koresh, he sold him car parts pretty regularly and helped him work on his trucks. He said going to the compound always gave him the creeps, but he was always paid very well. My dad thought he was a super nice guy, but that he might of gone power hungry with his church.

They’re basically militarized police to deal with “domestic terrorists” but after seeing Waco on the news every year or on documentaries at least it never ceases to boggle my mind how the ATF hasn’t been abolished because they are also the team the shot Randy Weaver’s son and wife killing then, and also shot randy and is his friend who were both later acquitted and sued the Govt and won.

    I used to work with a guy who was in the compound during the siege. His name is David Thibodeau.
    The ATF didn't know they had a secret tunnel out. He was in his 20's and was one of the 2 guys that would use the tunnel to go resupply throughout the siege. So, the siege wouldn't work because they were able to get supplies anyway. The tunnel came out in a neighboring sympathetic farmer's land and they had a car parked over there. So, he would run and get groceries and diapers and formula and such.
    That's the only reason he wasn't killed. He was out getting groceries that morning.
    Here's my thought: they all probably could have escaped, except that the ATF fulfilled their prophecy. They prophesied that the devil and his demons would come for them and surround their compound, which they called Mt. Carmel. That's why they had all the guns in the first place. So, they had been preparing for exactly what came to pass.
    The devil murdered every one who was still in there.

    Some of this doesn’t add up. Why would they have been instructing their members to put on gas masks if they planned to die in a fire they set themselves? Also, there is enormous evidence that tear gas used in building raids, especially with the immense concentration used in this case, are EXTREMELY FLAMMABLE, and the notion that that is not at all related to the fire is highly unlikely.

    As a teen when this happened, I remember reading our local paper the Sunday of the raid and being amazed that there was an article about the Dividians while the events unfolded on tv too! After lunch the day of the fire I was on my way to the school library where I had a class and met one of the librarians who was crying and went in and watched the events unfold. From day one to days end, I was glued like many. Later I would met some children who were released and just interacting with them you could still see trauma in their faces and behaviors! So many were impacted and I will forever pray for those who still struggle!

It also seems plausible that the heavy-handed initial encounter was a dangerous miscalculation, and a low profile arrest may have been possible. I understand there was a legal warrant for his arrest based upon real concern for the warfare of those within the community. I think how group was willing and prepared to respond with such force is a testament of the degree to which their leader had dissociated them from their surroundings, which justifies their classification as a dangerous cult. He used his own children to shield himself and, for me, the tragedy of that incident lies with the zealot and his acolytes. If I'm naive, try to help me understand what I'm missing here.

There's a video of the BD's done by themselves on March 8th, dated which they sent to the FBI showing them talking rationally saying any one of them may leave whenever, Koresh meanwhile is flummoxed on the floor trying to stay positive but he (inadvertently) shows his stomach wounds, he's weak, in tremendous pain, pale & looks as though he's dying. There's also an extant tape of Steve Schneider talking to the FBI who tell him flat hallway through the siege, that anyone who leaves Mount Carmel from then on will be shot. You go to Hell.....

But even then, the CS gas in tear gas can be flammable when it has the right balance with oxygen. If it caught fire, it would have easily caught fire to the hay bails and spread. Also, if you are going to sacrifice yourself and burn down your own building with yourself inside then why start the fire right in front of the tank that is pumping tear gas right into your face?

It clearly shows the gun shot flashes from near the tanks and it showed how they were still shooting even after the building was engulfed in flames. They murdered those people to make a statement. They had many opportunities to arrest Koresh because he went outside the compound jogging almost every morning.

      That is not accurate. Experts on top of experts have went through the footage many times and all come to the same conclusion. Its just not possible to truly see who shot first. One piece of footage shows the ATF taking what appears to be the first shots. They say they were shooting at people pointing assault rifles at them. Other pieces of footage show the Branch Davidians blatantly firing the first shots. Stop defending a cult that allowed a sick vile man sleep with their wives and preteen daughters. They all chose to be there.

      What he probably meant by "the law enforcement didn't fire", was that the law enforcement didn't fire first. Or unprovoked. Or at all while the fire was raging, when they were not fired upon- that one in direct response to some claims that the agents just murdered the people in the fire.
      They were returning fire, they were the ones who tried to save those kids. They upheld negotiations for 50 days despite law enforcement casualties which usually act as a death warrant for the perpetrators.

When the fire services arrive, they aren't allowed entry, so nobody in the compound can receive any assistance. They have to get themselves out. You're physically and mentally exhausted, malnourished, parts of your building have been collapsed by tanks, you've spent the past *6 hours* being tear gassed and now your building is on fire. Many have family and children in the building, so they may not immediately be rational enough to prioritise getting themselves out first and leaving everyone else behind. Smoke inhalation disorients you, and can knock you out and kill you within minutes. The people who escaped that building were lucky to have done so. Many didn't have the chance.

    There are at least two sides to every story. An FBI agent is going to have a different version than 24 children who died in flames and never got a chance to tell you their side of the story. After administering chemical agents into the compound, a tank breached the walls of the compound and ignited the flammable gas according to visual evidence still available. Combining the fire with the gases causes such a tortuous effect, and it was revealed that many of those children’s deaths were inflicted by point blank gunshot wounds, also referred to as “mercy killings.” Their guardians inside shot them in the heads out of mercy.
    The alleged modified weapons that were the target of the raid were never found. God damn the ATF.

    We had an incident awhile back in the fingerlakes region of N.Y. where the local cops had a standoff with a guy who had a warrant for a TRAFFIC VIOLATION- the poor guy didn't even resist, he was scared to death. The cops had one of those homeland security- funded SWAT tanks, they drove it THROUGH the guy's house, he committed suicide. Supposedly shot himself with his handgun. His wife was in the house when this happened.

    Koresh went out to town regularly and could have been arrested without involving any of the people who followed him. This entire event was created by the overly aggressive actions of the ATF and FBI and the flammable gas cartridges that were used in the end were the final nail in the coffins.     Federal agents dropped the ball at the administrative level. Field agents told them the situation, but were ignored. Local law enforcement tried to intervene, but were stymied.       @@SausageDong What’d he do to deserve being treated like a saint like his sycophants act like? He may have wanted to protect his people but at the same time they also kind of put themselves into that situation in the first place. You casually stockpile more weapons than Jim Jones had in a compound with over 100 people and expect the feds not to come sniffing around? He also got into a gunfight years earlier and for some reason got away with it and he refused to learn from that mistake and didn’t bother with lying low for a while, let alone actually dropping his gun obsession. Arresting Koresh outside wouldn’t have solved the weapons issue they were there for. It might’ve helped but they would’ve still had to go there eventually. Their approach was arrogant but it’s clear that the Davidians were preparing for a last stand.
