The warrant claims that Officer Chapman appeared nervous and fidgeted inside his vehicle before stepping out and emptying his pockets, stating he didn’t have any money. However, the driver pointed out the money in the door pocket of Chapman's patrol vehicle. The sergeant found $900 in the door pocket, as confirmed by the warrant. A lot of departments have policies that they have to keep their bodycam on when they have large sums of money in evidence until it's counted and properly documented. If that was a policy that cops camera would've been on and maybe he wouldn't have stole any of it.
The city of Charlotte has reached a $1.5 million settlement with the family of Danquirs Franklin, a man who was shot and killed by a Charlotte-Mecklenburg police officer in 2019, the family announced Thursday. Franklin died on March 25, 2019, after he was shot by CMPD officer Wende Kerl outside a Burger King during a reported armed robbery.
Three officers at this department have been arrested and charged so far in 2024. In March, Officer Henry Chapman was charged with embezzlement after this incident. In April, Lt. Warith Muhammad was charged with financial crimes after his wife transferred $1,600 from her company (One recently fired her) account to his personal account. In August, Officer Joel Medina was charged with extortion and disclosure of private images. Alleged amount of extortion was $10,000. The chief of this department should resign.

It is common practice for cops to steal from drug dealers. I lived next to a cop who had brand new boats, brand new cars all the time which never added up.
Every chance he could. If I was detained guy,I would contact the local fed office. Bet there's more to this cop and people he robbed. Because once they start doing that, they'll try every time. I should know,I'm in New Orleans, and I've seen shit like this go on here.
This is certainly not this cop's first time robbing people that he arrested it is just the first time that he was caught...imagine if it was at night and no camera was taping...he would have taken all and probably hurt the person that called him out
Nice to see a level headed young man who can keep himself in check and plead his case, I hope he is released soon, what he will face from his girl is the scary part.
oh he was way more than smart. he was not only calm but he tricky provoked the sergant enough to show the inside of the car without escalating it to much. a tiny bit less and this would have ended nowhere. a bit more and it would ended escalated nowhere again. its infuriating that the cops would absolutly negate his claims and wont even take a peek. only after they exposed their comrade by accident on bodycam they had to take action. without cams on, withoiut accidently getting that on cam the officer would have gotten away with this. makes you wonder how often they do get away with it. that asside that money is gone either way. the guy in red will see not a single dime ever again. it will be civil forfit and he can sue for 50k trying to get 8k back
I’m not a cop, but I did do security while I served in the Marine Corps. The first thing you do is watch a criminals eyes and if you watch this cop’s eyes, he’s clearly stealing this guy’s money.

it really could be tho, this guy had A LOT of money, that isn't typical so theres a good chance this was his first rodeo because that much money tempted him too much.
Right, apologizing to the fellow cops doing the job they're paid to do, but not apologing to the man who worked hrs and hrs for money u tried to steal.

I didn't like his constant apologizing but I could understand why he was doing it, he did it too come across as not threatening, as he feared looking the way he did, with handcuffs on hand, going against the cops words with his own contradictory words, accusing one even for criminal mischief would be seen as "acting up" ...but in reality the one with handcuffs was the truthteller and the one with the badge and gun was the criminal.
Exactly what i was going to say. This is a good man. you can tell by the way he talks, and is respectful to others, (including cops). Sad thing is, this probably occurs all the time, and they get away with it.
He's trying to avoid "accidentally falling into the doorknob" a few dozen times once the cops get him somewhere away from the cameras. There's obviously a lot of ego from the cops who allegedly weren't also thieves (though they sure did everything they could not to let it come out), so if he didn't soothe their egos and try and keep it purely procedural they'd likely get their revenge later.

The young man did an excellent job catching the cop stealing his money, but I wish he hadn’t been so apologetic to everyone. He was the victim here and had every right to stand up for himself without feeling the need to apologize. It’s frustrating to see someone who was clearly wronged still trying to be polite when he should have been demanding justice. He didn’t owe anyone an apology-the officer did.

The crazy thing is the cop stole the money along with the Wendy’s receipt. And dude knew exactly what he ordered. That convinced me he was truthful.
That female officer is so annoying. How do you say take it down a notch when this thief in fully uniform just got caught stealing his money! That whole department needs investigating!
LITERALLY starting with that girl cop. She needs to be investigated
I’ll bet she was involved
This is a common tactic police are trained to use when they know they are in the wrong. They make out like you are being unreasonably aggressive to take back the moral high ground.
You mean she needs to go to jail not the department
You mean she needs to get arrested not the department

They still get away with stuff even with the cameras

The detainee would be a better cop than Chapman
I’m really bothered by the fact that he said sorry to his colleagues and not the man he robbed. That confirms that he has such poor character - aside from the stealing.

@@javinlawrence7326 I never said that but some of them are, certainly the loser in this vid.
They were more empathetic to the thief, than they were interested in at least trying to hear the detainee. And chances are that this may not be the first time that this cop may have done something like this. The detainee was persistent, calm and very logical in all his requests. Kudos to him
Props to the guy in custody. He was perfectly calm, polite, and respectful despite being in cuffs, having just been taken to the station, and an officer trying to steal from him while nobody was initially willing to investigate it. The cop should be arrested and jailed for theft!
Yes. Over a certain amount in a felony. That cop should apologize to that man he stole from too. This wasn’t his first time stealing you can bet on that.
Why? That’s not theft, it’s embezzlement which is a whole lot worse. Embezzlement is always charged as a felony in North Carolina. So he’ll not only never be a cop again but won’t be able to purchase or own a firearm. 😊
Guaranteed they've all arrested many for crimes of much less.
Did you read the narrative? He was arrested, and his court case is pending.
@@straat9066 Yet they try to paint the picture that one demographic commits more theft that others. I guess embezzlement and other white collar crimes don't count?
The officer took $900 on purpose to dodge the $1000 requirement for felony embezzlement... I think that deserves a felony, since he knew.
personally it's why qualified immunity needs to be changed or removed, they know the laws right?
shouldn't they be held to higher standards because they're the ones upholding the rules, rather than getting a free pass?
I think it was actually bc he ordered the chicken nuggets with the other $100... :)

@@sierradirect288 Yes, but the limit that transitions a misdemeanor charge into a felony, in basically every state, is $950-$1000... so he purposefully took $900 and got a misdemeanor instead of a felony. That's the problem.
